Essential Responsibilities

• Mentoring, training, developing and monitoring the status of SQE’s and Suppliers that are engaged in work projects connected to GE Transportation.
• Functions as liaison between purchasing, engineering, manufacturing, and suppliers to resolve quality issues prior to and after the launch of new product.
• Develops positive relationships and work closely with Strategic Sourcing to manage and implement new products.
• Proactively identifies improvement opportunities and effectively resolves issues.
• Facilitates and instructs SQE/Suppliers in the use Lean/6σ tools, Statistical Process Control (SPC), metrology, GD&T.
• Aid the Sourcing function in choosing capable suppliers using the Strategic Supplier Quality processes.
• Facilitates and/or supports supplier performance management reviews
• Provides technical support to SQEs and suppliers during launch of new products.
• Give recommendations and/or technical decisions to ensure defect-free process through program management
• Provide Supplier Quality functional and cross-functional leadership, training, and mentoring
• Help train the SQEs and Suppliers and make sure that the defined standards are properly applied (PPAPs, SCARs, Audits, etc)
• Help with process qualification at the supplier (control plans, trail runs, audits, etc)
• Manage a progress plan with low performing suppliers in collaboration with SQEs and Sourcing
• In collaboration with SQEs, conduct supplier panel assessments in accordance with the commodity, process, and technology teams
• Develop, implement, and monitor advanced technical training with associated methods and tools
• Support/drive correct prototype sample approval process and assist with capacity analysis to meet supply chain fulfillment goals
• Support continued development and improvement of supplier quality tools and methods
• Proactively develop and drive strategic improvement efforts

Qualifications/Requirements

• Bachelor’s degree from accredited university or college in Engineering, Materials, or Quality related field
• Minimum of 15 years’ experience in process and quality improvement within a manufacturing environment, plus 5+ years’ experience managing complex, cross-functional programs
• Direct experience in components manufacturing or engineering field (e.g. metal fabrication, engineered systems, machining, casting, electronics, etc)
• Demonstrated ability to work independently and document, plan, influence and manage programs across cross functional teams
• Direct quality systems or process auditing experience (lead auditor certification preferred)
• Strong verbal and written communication skills in English and Mandarin
• Strong interpersonal and leadership skills
• Strong problem solving skills – 6 sigma/lean black belt
• Ability to travel (50-70% travel, primarily China domestic)

上世纪80年代起，中国进口了首批420台GE运输系统集团制造的ND5柴油内燃机车。2002年，GE运输系统集团在北京成立了通用电气运输系统（中国）有限公司，提供研发、制造和其他服务。2005年，GE运输系统集团与中华人民共和国铁道部签订了300台Evolution系列中国干线机车合同，用于中国各大铁路干线。2008年GE运输系统集团创建了第一个矿用自卸卡车电动马达生产厂，并成立了通用电气运输系统（沈阳）有限公司。2010年9月9日，GE公司与中国南车旗下的戚墅堰机车有限公司成立的合资企业正式开工奠基，在中国开发、制造GE Evolution系列机车柴油发动机并提供服务，以及向其它新兴市场提供出口。2010年12月，GE运输系统集团与中国南车股份有限公司签订了合作框架协议，将在美国建立合资公司来共同促进高速铁路及其他轨道交通技术在美国市场的推广发展。

在过去的6年多内，公司实现了两位数的业务增长，在北京、上海、大同、成都、常州和格尔木等城市设有办公室。
