ROLE PURPOSE – (A short summary of role accountabilities)

The RM Group Import Fulfilment Programme has identified opportunities to grow parcel import volumes to the UK and Europe by moving higher up the value chain and establishing customer relationships in foreign markets. This is part of the Group Parcels Strategy.

The RMG China proposition is to launch a B2B China to Europe deferred service for parcels being sent from China, partnering with a major express service provider in China, and aimed primarily at SMEs, to compete against integrators.

英国皇家邮政集团计划在中国与国内一家著名快递服务公司合作与综合运营商竞争，推出中国到欧洲B2B延时包裹快递产品，主要针对中小企业。企运商务咨询是英国皇家邮政集团公司在中国成立的全资子公司，目的是为母公司在华的业务发展提供支持服务。

The Gateway Manager is responsible for line management of the export operations team at the China partner’s nominated gateway ensuring that export operations work to standard specification within the allocated budget, and the role has the following key accountabilities:

口岸经理负责在国内合作伙伴指定口岸的出口作业小组的条线管理，保证出口作业在不超过预算的前提下达到标准规范。口岸经理主要承担有以下职责：

· Ensure that the export parcels traffic generated within the domestic network of local partner’s connects to the export gateway and is despatched to specification.

· 保证国内合作伙伴在国内收取、运输的出口包裹与出口口岸顺利交接，按照规范进行调度

· Ensure that all regulations relating to the carriage of air freight are adhered to at all times.

· 保证任何时间都遵守所有的航空运输规定

· Ensure that parcels have adequate packaging, with all the required paperwork and transport labels.

· 保证包裹的包装充分，附带所有要求的文件和运输标签

· Ensure that parcels that are not compliant with export operations requirements are returned intact and within service specification to the original collection depot.

· 确保不符合出口要求的包裹按照服务规范完好无损的返回到原始取件营业厅

· Provide regular reports and statistics to senior management to enable efficient and effective cost and operational control.

· 向高管定期提供报告和统计数据，协助有效的控制成本和运营

· Provide service or customer non conformance information to local partner’s Customer Service department as and when these occur.

· 向国内合作伙伴客服部门提供服务或者客户不合规事件的时间和内容

· Build robust working relationships with nominated Air Freight Forwarders to ensure export parcel uplift to specification.

· 与指定的航空货代建立良好的工作关系，确保出口包裹符合规范

· Monitor the operational efficiency of nominated Air Freight Forwarders and swiftly report any deficiencies to senior management.

· 监督指定航空货代的运营效率，如有任何失误，迅速向高管层报告

· Input to reviews of service provision and recommend changes that would lead to improved service and/or cost reduction.

Skills, Knowledge and Experience:

· Minimum 3 years experience of managing an express parcels operation at depot level.

· Excellent knowledge of air freight operations and the associated regulations.

Royal Mail Holdings (the Group) is a public limited company wholly owned by the UK Government, but operating as an independent commercial entity with its own Board and balance sheet.
China is the largest in-bound market for Europe. Currently, Royal Mail Group (RMG) has set up a contractual partnership with a local Chinese express company. The China partner will provide the express services for Royal Mail in China on a contractual “outsourced” basis. Royal Mail Group in Europe will provide infrastructure support such as IT and Technology. The China business is purely B2B and will primarily focus on the order replenishment and sample traffic for the following key sectors:
Textiles
Machinery parts
High technology
EBP Consultancy (Beijing) Co., Ltd., a RMG Wholly Foreign Owned Entity in China, was established in 2012 in Beijing to assist RMG in mainly performing the following activities within China: providing expert knowledge of International Express to the China partner; supporting the China partner in sales and marketing; and operational processing of international items. Additionally EBP will support RMG in the day to day management of the relationship with the China partner, including assessment of future business development opportunities within China. EBP will also be responsible for supporting RMG in managing the day to day performance of the AFF.
