Title: Operations Program Manager - Immigration, GCR

Reports to: GCR GHRO Head

Location: Beijing

As a focal person to cascade down global immigration policy to the service vendor; lead vendor team to provide immigration service to foreign employees who are assigned/hired to MS China. Manage vendor’s SLA to ensure consistent and high quality services are delivered in a compliant way and good employee experience.

Key Responsibilities:

- Work with global migration team to identify the immigration service vendor with procurement team support when needed;

- Monitor government immigration regulations change and ensure company immigration related policies are well implemented in each location in China in a compliant way;

- Build up local Immigration service capabilities in each location in China, which foreign employees are hired or assigned.

- Manage Immigration service vendor’s performance, including setting Service Level Agreement and ensuring service quality; Monitor vendor’s service level and guarantee legal compliance, including p-file setup and management etc.

- Work with vendors on local city HuKou application for campus hires if applicable;

- Work with vendors to ensure special working time system in responsible locations get approved by government;

- Support any emergency case occurred in responsible locations. Leverage local vendor and government resources to settle down the case.

- Build relationship with local labor government for legal compliance; implement HR C&C;

- Strong project management skills;

- Have good experiences to develop operation processes and improvement.

Qualifications:

- 4+ years HR experiences including having immigration administration experiences.

- Excellent English with both oral and writing.

- Excellent communication and coordination skills.

- Strong vendor management capability is required.

- Strong execution capability is required.

- Strong project management skills.

- Be able to manage customer service requirements.

- A certain experiences on building relationships with government.

- Master degree in related field is preferred.
