Position: Compliance Officer
Report to: Compliance Division Manager (Functionally); Branch Manager (Administratively)

Job Summary:
To be responsible for the establishment, implementation and monitoring of the Branch compliance framework to ensure that all activities of the Branch are being carried out in accordance with policies, rules and regulations of CBRC/ PBOC/ SAFE, relevant local government authorities and Head Office with focus on the following main areas:
- Anti-Money Laundering
- Regulatory Compliance
- Compliance Risk Management; and
- Others

Responsibilities:
? To define and drive compliance initiatives, recommend and implement appropriate compliance policies and procedures relating to all activities of the Branch as well as establish appropriate training program to educate and impress staff of the importance of compliance and ensure they understand their respective responsibilities with respect to compliance issues
? To co-ordinate the Branch’s activities as it related to local regulatory matters (e.g. general correspondences, information requests) and liaise with the regulators, circulation on regulatory materials to relevant business unit and ensure compliance
? To maintain framework to identify and assess various risks being faced by the Branch e.g. operational risk, reputation risk, credit risk, etc.
? To maintain the Branch compliance review programs, framework for reviewing compliance policies and procedures and constantly obtaining feedbacks and recommendations for improvements as well as conduct regular and random checks to ensure all business units are operating in compliance with standing policies, guidelines, procedures of Head Office and Regulators
? To maintain and update complaints handling policy and procedure established by Compliance Division
? To be responsible for all compliance-related reporting work and coordinate with relevant parties i.e. prepare, issue, review, submit, follow up, implement against, disseminate, recommendation making in order to ensure the effectiveness of the function
? To provide compliance consultation, ad-hoc and supports to business unit and management
? To report in timely manner to Compliance Division in Head Office on all new or changes in local regulations as well as the impact on the Bank’s policies and procedures as well as all findings, reports, replies, investigation by supervisory authorities bearing in whole or part on compliance matter
? To perform other tasks as assigned by Branch Manager and Compliance Division Manager


Job Specifications:
Technical Knowledge
？ Bachelor degree or higher in Laws or other related field

Skills
? Inter-personal and problem solving skills
? Initiative, hard working and being able to deliver quality results under pressure
? Keep up-to-date with changes to the regulatory environment and assess the organizational impact
? Laws interpretation skill
? Proficiency in both Chinese and English in particular good written and verbal communication skills
