JOB DESCRIPTION
POSITION TITLE (ENGLISH): Senior Campaigner
DEPARTMENT: Program
REPORTS TO: Campaign Manager/Assistant Campaign Manager
GRADE: 4
LOCATION: Beijing
PURPOSE OF POSITION:
The Senior Campaigner is responsible for developing and implementing effective campaign strategies and projects, and to assist the campaign management in campaign leadership.
Working closely with the (Assistant) Campaign Manager, other Greenpeace East Asia and Greenpeace International staff, the Senior Campaigner will be responsible for high-level, specialized policy and strategic advice to the campaign, as well as developing and implementing effective campaign projects.
MAJOR RESPONSIBILITIES:
1. Develop and implement effective campaign plans, strategies and tactics related to vision, goals and objectives. Direct and oversee the planning, development and implementation of specialized campaign areas within the required timeframes and budgets. Coordinate the development of objectives, strategies and program activities in order to change public, government and business behavior to meet campaign objectives.
2. Provide program expertise with respect to specialized campaign areas. Maintain high-level of knowledge on the campaign issues. Research and conduct investigations. Analyze new developments in support of campaign vision, goals and objectives. Stay abreast of current and emerging developments relating to the campaign issues.
3. Manage project teams to develop goals, strategies and plans related to specific work areas. Monitor team members’ performance. Determine priorities, assign responsibilities and supervise staff within project work in conjunction with the Manager.
4. Liaise and build relationships with business, government and non-governmental organizations on issues of relevance to meeting campaign objectives. Communicate and engage with inter-governmental bodies and government officials as needed. Effectively present information to a variety of audiences.
5. Actively represent Greenpeace in public activities, the business, scientific and government sectors, the environmental community at large and the media, to achieve campaign objectives and strengthen the profile and credibility of Greenpeace. Undertake reactive and proactive media work as required.
6. Manage contractors as required in compliance with Greenpeace East Asia policies. Manage project budgets and expenditure as directed by the Manager or the task giver. Prepare reports for the Manager as required.
7. Frequent travel to other Greenpeace offices, campaign locations, or locations where related campaign issues require the presence of Greenpeace representatives.
8. Promote support within Greenpeace to advance campaign goals. Respond to public inquiries about campaign issues and other matters as needed. Prepare materials and publications.
9. Deal effectively with constantly changing and demanding work environment.
10. Other duties as assigned by the Manager.
REQUIREMENTS:
REQUIRED QUALITIES AND SKILLS:
? Demonstrated ability to achieve campaign objectives with at least 2 years of experience in related fields;
? Strong strategic, research and analytical abilities;
? Demonstrated ability to deliver projects and manage project teams to deliver objectives on time and within budget;
? Demonstrated budget management skills;
? Fluency in written and spoken English and the local language of the region where the position is based;
? Excellent written, verbal and interpersonal communication skills;
? Commitment to, and demonstrated ability to work well as part of a team;
? Ability to work unsupervised, in a rapidly changing, high-pressure environment;
? Ability to function effectively under public scrutiny;
? Commitment to the mission, principles and values of Greenpeace;
? Bachelor’s Degree or above;
? Computer literacy.
KNOWLEDGE REQUIRED:
1. Knowledge of the overall goals and intent of Greenpeace activities to support environmental protection principles.
2. Organizational, administrative and budget management: to plan, organize and coordinate program activities; to address constant and varied demands on the position; to prepare, monitor and control expenditures and budget.
3. Knowledge of environmental and ecology issues in general and expertise in issues related to one’s area of responsibility. Solid understanding and analysis of political, economic and social processes and trends. Understanding of how to influence public and private institutions on the local, national and international stage, including how they interact and influence each other.
4. Knowledge of the media to increase awareness and gain public support to further campaign objectives. Use of the media to maximize campaign exposure but also be able to anticipate and counteract negative backlash campaigns.
5. Knowledge of campaign techniques, strategies and practices. Specialist campaign knowledge to help place the campaign on the local, national and international stage. Understanding of the tactics and counter campaigns used by various groups to undermine the credibility of Greenpeace, and ability to develop strategies in response.
6. Public relations: to function effectively within a highly charged atmosphere, under public scrutiny; and to represent Greenpeace in a professional manner among different audiences.
DECISION MAKING REQUIREMENTS:
The position works under the direction of the (Assistant) Campaign Manager, and assumes responsibility for leading an area of campaign. The position demonstrates a certain level of independence and initiative in managing a campaign project and/or area of campaign, as defined by the manager. The position assists the (Assistant) Campaign Manager in planning, development and implementation of campaign strategies, plans, and procedures. Judgment is exercised in leading and managing a defined project and/or area of campaign. Decisions made by the position significantly impact the success of the defined project and/or area of campaign. Judgment and initiative are required in leading campaign activities, in consultation with the manager. Discretion is exercised in handling confidential and sensitive information.
SUPERVISORY AND FINANCIAL RESPONSIBILITIES
The position may exercise supervisory responsibility to 1 position if required by the manager.
The position provides direction and guidance to external consultants and temporary staff, as required.
The position prepares, monitors and controls campaign program expenses and budget.
The position has the authority to approve invoices and expenditures to a limit. Please consult with Finance Manager for the amount of approval.
WORKING CONDITIONS
The position works in a standard office environment, and is required to travel to other Greenpeace offices, campaign locations or locations where environmental problems require the presence of Greenpeace representatives.
