Overview
Responsible for initiation, planning, and delivery of project activities across multiple new or in-flight projects/applications of various sizes, complexity and types (e.g., application development, outsourced services). Ensure that the projects are delivered on time, within budget, and at the highest level of quality, resulting in a successful implementation and high level of user satisfaction throughout the project.
Responsibilities
· Leads all aspects of systems implementation from requirements gathering, analysis and design, configuration and test, through deployment and support of various system applications including developing detailed work plans, assigning responsibilities, organizing inter- and intra-departmental activities, conducting project meetings, providing project tracking details and project analysis.
· Leverages project management and/or agile software development methodologies to significantly increase the frequency and timeliness of delivering new application capabilities.
· Facilitates clear and consistent communication about schedule, tasks, resources, and budgets to ensure the optimal function of development teams in delivering new capabilities and non-development teams in delivering new business initiatives.
· Communicates with management and team members, and employs strong resolve to keep teams accountable to defined processes and agreed upon priorities.
· Demonstrates strong planning, cost analysis, and capacity analysis skills to anticipate customer and management course corrections.
· Supports/Leads the acquisition of third party services, where applicable, by facilitating development of RFI/RFP, vendor evaluation and selection, and contract development etc.
· Works successfully with all levels of the organization and external partners.
· Proactively fosters an environment of collaboration among teams and provides day-to-day direction for team resources. Acts as the primary interface with third-party contractors and customers.
· Ensure new systems are designed and implemented with future sustainability and scalability in mind which can be smoothly transitioned from project into operations mode with all relevant controls implemented and documentation available for reference.

· Good verbal and written communication skills in English and Chinese.

Qualifications
· Minimum 8 years relevant project management experience in Information Systems with proven ability to deliver results on large-scale projects
· Degree in Computer Science or related discipline
· Domain knowledge in multiple technical areas will be an advantage
· Ability to work on most phases of functional requirements
· Exceptional motivational skills to manage diverse project members and maintain team's focus and morale
· Proven track record in managing contractors, vendors, and clients
· Ability to embrace change with a positive attitude
· Project Management Institute (PMI) certification preferred
