The Position

You major role and responsibilities will be to develop and implement local sourcing strategies for technical indirect materials & services, and to continuously improve total costs, service, quality as well as supplier performance, details are as below.
主要工作目标：制定并贯彻本地技术部间接物料和服务的寻源策略, 不断降低成本和提高供应商服务和产品质量。
1. Develop and implement local sourcing strategies and achieve defined targets.
制定并贯彻本地技术部简接物料和服务的寻源策略并完成既定目标。
2. Execute local sourcing projects in close collaboration with the stakeholders, and track status and performance of the projects.
协同相关部门，执行本地寻源项目，并跟踪项目的进度和完成质量。
3. Develop and manage local contract, get necessary approvals according to the Delegation of Authority.
完善并管理本地合同，按照公司合同批准流程获得必要的批准。
4. Ensure all sourcing strategies and contract management are in compliance with company policy, procedure and guidelines.
保证所有寻源策略和合同管理符合公司政策，规程和指导方针。
5. Review and get necessary approval of the POs created by buyers as per approved PRs according to the Delegation of Authority.
审阅采购员根据批准的采购申请生成的采购订单，并根据订单的批准权限获得必要的批准。
6. Manage order, ensure delivery according to the purchase order and communicate any changes on the order status to the relevant stakeholders (supplier, requisitioner, Tech procurement manager) in order for an un-interrupted/ efficient flow of material.
管理采购订单，确保及时交货及完成服务；在订单执行过程中与相关内外客户（包括供应商，最终用户，工厂采购经理）保持密切联系的沟通，保证持续、高效的供货。
7. Ensure compliance of the requisition to payment process with the Pharma Procurement Policy, Directive, Guidelines and local Procurement SOP’s
确保从采购申请到最终付款的整个采购流程能够符合相关的医药政策法规、指令、指引以及本地采购操作规程。
8. Periodically audit and evaluate the current suppliers to improve their performance (contractual obligation, quality, OTIF delivery, cost and service)
定期对现有的供应商进行审计与评估，以提高供应商在合同执行，质量、交货、价格和服务方面的绩效。
9. Implement local supplier relationship management with key suppliers and relevant stakeholders for a continuous improvement of all related suppliers’ performance
协同内部客户，执行关键供应商的供应商关系管理程序以不断提高各相关供应商的表现。
10. Escalate critical issues to site Procurement head and relevant stakeholders
向相关部门的专家提交处理疑难问题。

Who you are

To be the successful applicant, you are required to hold bachelor degree; have more than five years sourcing management experience with a preference of team management experience. You are skillfull at negotiation and supplier/ contract development management. In addition, you have good command of English and familiar with PC and the related procurement system. If would be great if you have good interpersonal and communication skill.

1. 全日制本科或类似教育背景
2. CET 6 大学英语六级
3. 5年或5年以上寻源管理工作经验
4. 带领团队经验
5. 良好的谈判能力以及供应商/合同管理的技能
6. 良好英语和计算机技能，以及良好的采购系统操作能力
7. 良好沟通和协调能力
