Trade Compliance Classification Analyst

The National Instruments Global Trade and Compliance Department has an immediate opening for a Trade Compliance Technology Analyst located in Shanghai, China. The successful candidate must be a strong individual contributor with significant experience in the importation of high tech products into China. This position requires that the candidate be able to understand technical regulatory concepts and to communicate those concepts to local employees and members of the Global Trade and Compliance Department. The candidate will report locally to the China Trade Compliance Manager with dotted line report to the Trade Compliance Technology and Classification Manager located in Austin Texas, US. The candidate should be able to travel ocassionally, particullarly within Asia, to support other branch offices and to the US and the EU for global planning summits.

Responsibilities:

? Classify different type of goods including raw materials and finished goods according Chinese classification rules and regulations (support other Asian countries as needed)

?Interact with NI personnel in Engineering, Marketing, Manufacturing, Sales, Legal and other departments as necessary to ensure proper classification of NI products per applicable import and export classification schemes

?Advise on the import and export implications of architectural designs during the product development process and delivery of related services.

?Responsible for the creation and submission of product classification documents to the relevant government agencies and authorized brokers for requesting pre classification opinions

?Serve as an interface with government authorities and brokers to support the classification of NI products per the applicable import and export regimes

?Conduct training on trade compliance topics for Engineering, Marketing, Manufacturing, Sales and other departments as necessary

? Propose and support implementations of continuous improvements within trade compliance classification systems and processes

Position Requirements:

?Excellent written and verbal communication skills in English and in Chinese

?Ability to read and understand technical specifications of highly technical items

?Experience classifying items under the Chinese classification regime and understanding/awareness of the U.S. Harmonized Tariff Schedule and/or European Taric system

?Prefer 3 years of experience in a high-tech or electronics manufacturing company

?Demonstrated proficiency with Microsoft Excel, PowerPoint, Word, etc.; ERP applications; PLM applications

?Able to detect gaps and implement the needed solutions

?Proven ability to make sound decisions

?Ability to effectively multi-task

?Strong attention to detail

?Ability to thrive in a team environment

?Has the initiative to undertake additional responsibilities
