Tasks & Responsibilities
Description of the main principle tasks & responsibilities in the dimensions of operational, financial, process & tools, and people related

The Head of Commissioning ensures that:
General:
? Strict observance and implementation of the Business EHS/Quality Policy and all Company rules.
? Ensuring the development of the necessary EHS/Quality procedures.
? Ensuring that established rules and safe or environmentally sound working practices are adhered to.
? ?Ensuring that subordinates are properly trained and receive the support they need to perform their duties.
? The health and safety of all employees for whom they have an operational responsibility.
? Develop and maintain processes and tools within the area of responsibility.
? ?Ensure leadership and motivation by establishing an open and broad communication of the
principles, objectives, targets and processes including the feedback communication.
? ?Maintain identification of training needs, planning, execution and follow-up of the appropriate training
? ?Ensuring personnel is properly managed, appraised and developed in accordance with the relevant appraisal and people review processes of the company.
? Managing the regional Cost Centre results to ensure budgets are achieved.
? ?Managing regional utilisation to ensure all commissioning staff within the department are adequately assigned.
? Overview the site execution within the area of responsibility to ensure it is being professionally
executed.
? Defining the process (process owners) and tool requirements
? Providing experience feedback and improvement cycles and defining of targets
? Defining improvements and targets and ensuring that these are further cascaded within the
organisation
? ?Identifying and delegating the resources needed (employees, skills and contractors)
? ?Ensuring that the Home Office and Site personnel are available with the correct skill level and
adequately trained.
? Use defined commissioning procedures and standards
? Define the organizational structure, procedures and tools for the commissioning department in
alignments with global requirement
? ?Review, verification and acceptance of the tender time schedule, commissioning budget for plant commissioning activities
? ?Planning commissioning employees qualified according to the business plans and requirement (competencies and quantities), for commissioning management and commissioning engineers
within the scope
? Recruitment and discuss of commissioning resources based on targets given.
? Assignment of qualified commissioning staff to projects
? Maintain the know-how for commissioning activities and establish the pertinent working processes


Specific Functional/Technical authority (besides DoA):

? ?Independent in the decision-making and the management of improvement tasks and technical rules within the framework of set goals and assigned tasks.
? ?Right to request solutions from the Head of Construction & Commissioning, if resources are not appropriate to the need.
? ?Define together with the subordinates (both: direct and functional) and approve objectives and targets in line with the Construction and Commissioning objectives.
? Member of the Commissioning management team and participating in the capacity and improvement planning.
? ?Implement the process and procedures for the Commissioning function.
? Define the organizational structure, for the commissioning department
? ?Recruits and dismiss employees in line with resource planning, ALSTOM regulations and labour laws

Autonomy
Area(s) where the position holder is the decision maker:
? Right to issue directives to the commissioning staff and other personnel reporting to him/her in regard to process-technical, personnel and assignment issues.
? Right to receive time schedule, budget and objective information pertaining to issues that are relevant to his/her assignment from the project management.
? Right to obtain timely decisions from the project management and, if necessary, to take the matter to a superior office.
? Right to contact project management directly regarding technical matters
? Right to contact directly the engineering departments and the Construction & Commissioning department regarding technical problems.
? Right to immediately stop work and operation if the safety of personnel or equipment is in question

Qualifications (technical & economic), competencies & knowledge needed to fulfil the position
Education & Trainings

University degree or equivalent or better (bachelor / master)

Professional Experience
Experience gained on the job during professional life
Mandatory (MUST)
? Previous experience in the Power Plant
? Business (Commissioning site experience)
? Strong ability to communicate verbal and in written English with preferably a second language.
? Needs to be excellent in the management of employees, tools and other resources. Has to show excellent capabilities in the explanation of complex technical and working processes.
? Strong intercultural skills and abilities for managing of worldwide processes, proceduresand leading with local management.


Behavioural and/or Technical Know-how
Mandatory (MUST)
? Good know how of power plant processes
