职位描述
Responsibilities
1. License application and maintain
? Take lead of licensing application for new projects (including all kinds of permits, licenses and import, etc.), ensure all required legal approvals in place till project entering into formal operations
? Take lead of facility/equipment Imports for new farm projects installation, such as milking machine, effluent treatment equipments, etc.
? Take lead of daily Imports for BAU/farm operational needs, such as Alfalfa hay, milking machine parts, and various consumables, etc.
2. Communication
? Ensure good liaison between the farm team and local government to facilitate mutual communication and understanding and obtain all licenses and approval timely
? Build up and maintain good relationship with local government, industry associations and provide support to operation team if needed in government relation space
3. Policy and regulation analysis
? Monitor and analyse policies, regulations and/or trends hereof related to dairy industry, foreign investment, import and export, and merger and acquisition etc.
? Provide regular summaries of findings to the IFV Lead team and the Board Sub Committee
4. Reporting
? Reporting to IFV Leadership Team members as appropriate.
? Comply with any other reporting requirements specific to individual projects
5. People
? Manage team members, both internal and external.
? Coach and develop team members, assisting in building capability across the IFV community.
? Handle difficult personnel situations directly using appropriate discretion, HR advice and respect for the individual
? Develop and implement plans to create a high performance culture in China Farming including improving employee engagement
? Role model the values and set expectations with peers and team members in terms of living the values in “how” they perform their roles
6. Health and Safety
? Ensure all relevant policies, procedures and practices are aligned to Fonterra’s Health, Safety, and Environment policies.
? Demonstrate leadership in the support of the above HS&E policies.
? Effectively implement Fonterra’s Contractor Safety Management Procedures.
Requirements
? Bachelor’s degree in ?Business, Agriculture, International Business, Public Relations or Public Administration. Advanced degree is preferred.
? 8 + years working experience with 2+ years of experience in government relations/licenses management, including expert knowledge about Chinese government processes
? Good policy intuitive and proven track record of policy analysis capabilities. Strong network with government agencies is preferred.
? Familiar with the Chinese government working process;
? Strong negotiation skills;
? Strong interpersonal skills and teamwork spirit
? Language capability - fluent in Chinese and English is essential. Problem-solving skills are preferred.
? Manufacturing/FMCG. Prior experience of working within government highly preferred
