高级采购主管将主要负责战略采购与合同支持工作,方案评估,精选供应商,定价与合同谈判,供应商管理。采购主管主要协助高级采购主管完成上述工作
Senior Purchasing Executive ("SPE") will be responsible for strategic sourcing and contract support, evaluation of proposal, vendor selection, pricing and contract negotiation, Vendor management. And Purchasing Executive ("PE”) will support mainly SPE
1. 根据集团内部的指导原则和方法以及对业务部门需求的充分理解,设计采购流程和系统
To design the procurement process and system based on the direction and methodology from Group, and the understanding fully to BU's requirements
2. 协助集团执行策略性的采购计划,为客户提供高价值的服务
To assist group in implementing the strategic purchasing initiatives and providing value-added services to the customers
3. 确保通过适当的竞争手段建立供货来源机制
To ensure sources of supply are established by competitive means as appropriate
4. 与用户/主管方联系,规范化准备采购邀请函
To liaise with users / controlling parties for relevant specifications in the preparation of the invitation to RFP
5. 分析和准备报价单的初步商务评估,就货物和服务供应与供应商谈判,以取得更优惠的价格,更有利的合同条款
To analyze and prepare preliminary commercial evaluation of offers, negotiate with the supplier for better prices, terms and conditions for the supply of goods and services
6. 准备投标人的清单和采购邀请函等文件,并取得适当批准
To prepare the bidders' lists and the invitation to RFP documents and submit them for approval as appropriate
7. 安排与指定供应商下单工作,确保订单/协议符合采购流程,按计划完成下单工作
To arrange to place orders with the nominated suppliers and ensure the orders / agreement to comply to the procurement process and accomplished within the scheduled time frame
8. 就详细需求,采购订单的状态,合同进展事宜与用户和供应商协调,沟通一致和维护合同,加速发货流程和服务交付
To co-ordinate, correspond and maintain contracts with users and suppliers concerning the details of requirements and status of purchase orders or progress of contract, expedite delivery of goods and completion of service as required
9. 采取适当措施,确保合同合理交付
To ensure contracts are discharged satisfactorily and take appropriate actions against
10. 处理实施/品质/服务偏差报告,和与产品/服务相关的保证/索赔/维修/检验事宜
To deal with delivery / quality / service discrepancy reports and handle the warranty / claims / repairs, verification for products and services
任职要求:
Qualification Required:
1. 具有相关本科以上学历;
Holder of Bachelor degree related.
2. 5年以上采购工作经验, 具有IT采购经验者优先;
Over 5 years purchasing experience. Prior experience in IT procurement an advantage.
3. 具备较强的分析能力,谈判技巧和领导力
Strong analytical, and negotiation and leadership skills
4. 熟练使用电脑,包括MS WORD, EXCEL and PowerPoint等
Proficiency in PC application including MS Word, Excel, PowerPoint etc.
5. 具备团队合作和抗压的自我调试和工作能力
Self-motivation, ability to work in teams and under pressure
