THE Communications & Action UNIT
The Communication and Action Unit are responsible for supporting the campaigns through the tactics of various communication and non-violent direct actions. It’s in charge of the develop and maintenance of communication channels including website, social media and so on, it’s also liaison with media from time to time. It takes the responsibility to communicate and engage with supporters and volunteers. With the expertise in communication, the staff in communication and action unit as the important member of project team, has to create the communication plan and implement it, with the objective of achieving campaign goal.

PURPOSE OF POSITION:
The Senior Communications Officer is responsible for assisting the Communications & Action Unit Management in developing and implementing effective strategies and projects using all kinds of communication channels and tools to achieve campaign and organizational goals.
Working closely with the CAT management, other Greenpeace East Asia and Greenpeace International staff, the Senior Communications Officer will take leadership in developing and implementing high-level strategies to enhance Greenpeace’s ability on news making and building public support.
MAJOR RESPONSIBILITIES:
- Strategic Planning: Work with the CAT management to develop and implement multi-platform communications strategies, plans and tactics. This includes being an integral part of campaign project teams as well keeping up to date on China’s rapidly changing internet and media landscape through research and personal contact with existing and new partners.
- Project Management: Direct and oversee the planning, development and implementation of specialized projects within the required timeframes and budgets while coordinating these projects within a long-term news-making strategy. Monitor team members’ performance. Determine priorities, assign responsibilities and supervise staff within project work in conjunction with the task giver of the project.
- Media Networking: Develop and implement effective relationship with journalists, editors and opinion leaders in traditional & new media to support campaign and organizational goals.
- Coordination: Work with the CAT management in the development of objectives, strategies and program activities; assist in coordinating roll out of communications plans to maximize complementary opportunities and avoid/minimize clashes.
- Best Practices: Advise in the development of standardized work procedures to ensure Greenpeace’s communications strategies in multi-platforms are operating in line with the best practices and China’s particular cultural and political circumstances in terms of style, content, appropriateness and usability.
- Create and Edit Content: Create and edit high quality press materials for traditional and new media to communicate our vision, values and campaigns, including using a variety of tools and channels to trigger media and public debate or amplify our campaign messages.
- Management: Line-manage other staff in delivering specific projects as required by the CAT Manager.
- Frequent travel to other Greenpeace offices, campaign locations, or locations where related campaign issues require the presence of Greenpeace communications representatives.
- Promote support within Greenpeace to advance campaign goals. Respond to public inquiries about campaign issues and other matters as needed. Prepare materials and publications.
- Perform other duties as assigned by the line manager.
REQUIRED QUALITIES AND SKILLS:
- Demonstrated ability to achieve communications-related objectives with at least 3 years of experience in related fields;
- Demonstrated ability to initiate, leverage and develop partnerships with major players of Chinese news industry;
- Strong strategic, research and analytical abilities;
- Demonstrated ability to manage projects and project members to deliver objectives on time;
- Demonstrated budget management skills;
- Fluency in written and spoken English and the local language of the region where the position is based;
- Excellent written, verbal and interpersonal communication skills;
- Willingness to learn new skills, technologies and information as organizational objectives require.
- Commitment to, and demonstrated ability to work well as part of a team;
- Ability to work unsupervised, in a rapidly changing environment;

KNOWLEDGE REQUIRED:

- Advanced knowledge of and ability to keep up with developments in Chinese digital business, political and legal environment as well as digital culture, trends and usage.
- Knowledge and ability to develop new and creative approaches and advance communication goals and objectives to help win campaigns.
- Sound general knowledge of all Greenpeace campaigns and issues in order to be to reflect the issues digitally.

DECISION MAKING REQUIREMENTS:
The position works under the direction of the CAT Manager, and assumes responsibility for leading the news-making work. The position demonstrates a certain level of independence and initiative in managing a communications-related project and/or area of communications, as defined by the Manager. The position assists the Manager in planning, development and implementation of communications strategies, plans, and procedures. Judgment is exercised in leading and managing a defined project and/or area of communications. Decisions made by the position significantly impact the success of the defined project and/or area of communications. Judgment and initiative are required in leading communications activities, in consultation with the Manager. Discretion is exercised in handling confidential and sensitive information.
SUPERVISORY AND FINANCIAL RESPONSIBILITIES
- The position may exercise supervisory responsibility to 1 position if required by the manager.
- The position provides direction and guidance to external consultants and temporary staff, as required.
- The position prepares, monitors and controls communications-related program expenses and budget.
- The position has the authority to approve invoices and expenditures to a limit. Please consult with Finance Manager for the amount of approval.
WORKING CONDITIONS
- The position works in a standard office environment, and is required to travel to other Greenpeace offices, campaign locations or locations where environmental problems require the presence of Greenpeace representatives.

- Be on call after hours and on weekends as requested.
