Principal Accountabilities:

- Assist in defining the overall project strategy and organization requirements.
- Ensure that the project definition satisfies the key business requirements, as outlined in the project proposal.
- Ensure that the engineering design meets the relevant statutory legislation and the applicable requirements of the Global Standards and the Process Safety - Procedures and it is delivered to agreed cost, time and quality targets.
- Ensure that all required EHS and Design Reviews are identified, planned and carried out using the agreed methodologies; by teams having the right functional expertise and led by appropriately qualified leaders.
- Ensure the detail engineering design, procurement and construction meet the requirements defined in the FEED package.
- Manage the interface between the owner's team and the engineering contractor and ensure that all inputs from the owner's team are timely and of adequate quality.
- Regularly assist in monitoring and managing the performance of the engineering contractor against the agreed targets for safety, cost, time and quality.
- Manage and provide all engineering support required during the construction and commissioning phases of the project.
- Ensure appropriate "as built" drawings and documents are developed to the end of the project and the Project Data Books are produced and handed over to the operating team.

Special Features:

- The job holder must be willing to be based, wherever the engineering contractor's office is during front end engineering and the detail design phases of the project.
- During construction and commissioning phases of the project, the job holder will be based in Shanghai.
- The job requires excellent communication, influencing and motivating skills.

Job Requirements & Expertise:

- The job holder must have a university degree in Engineering and a minimum of 10 years experience in Project Management and at least 5 years (one major project , over 100MM USD) experience in having executed a major capital project in China, in Chemical and / or Petrochemical Industry.
- The job holder must be experienced in working with major International Engineering Contractors and the Chinese Design Institutes.
- The job holder should be experienced in developing and implementing different project execution strategies.
- The job holder should have operational and maintenance experience on a site with high hazard plant.
- The proposed project is to be built within an existing chemical zone among existing plants defined in an area classified as high hazard. Experience working in this environment is a plus.
- Experience of working in a joint venture environment and understanding the drivers of both sets of shareholders would be advantageous.
