Role

* Lead Greater China region IT project management office (PMO) by implementing global project governance model and standardized project implementation process

* Manage IT project portfolio and drive IT planning, budgeting, monitoring and reporting IT project and operational spending and identify new demand and savings

* Support CIO and IT leadership on regular IT governance and continuous improvement meetings

* Formalize project review process including tracking, monitoring and reporting by utilizing the standard quality management templates

* Conduct IT project management methodology training program and enhanced the skills and awareness of the project managers

Major Accountabilities

* Implement project portfolio management in global Portfolio Planning Management (PPM) system to ensure data quality

* Contribute to PPM Pharma council implementing PPM best practices and culture across China region

* Coordinate the regular project status and progress review to timely identify and mitigate the project risks

* Provide subject matter expertise on ICE methodology and Portfolio Planning Management (PPM)

* Plan and coordinate the regular IT planning, governance, conti-nuous improvement and KPI review meetings and follow up actions

* Initiate the development and review of IT strategic investment, roadmap, plan and objectives

* Enhance the IT portfolio and project management tools including the ICE deliverables, tollgate reviews, project status reporting and risk identification

* Track and monitor IT actual spending to ensure the actual spending within approved budget

* Manage project implementation KPI tracking and reporting including the formalized project implementation performance survey

* Transparency of IT investments and operational cost

* Portfolio fully prioritized according to business needs

* Proactive feedback on cost reduction opportunities and new ideas on continuous improvement areas

* Timely report and flag of the critical IT project risks

* IT roadmap alignment with Pharma global IT strategies

* Effective IT planning, governance and KPI review meetings

* IT associate awareness of IT governance requirements

* Implementation of portfolio and project management tools including ICE and PPM

Requirement:

Education: Masters degree, Information Technology and/or relevant business education

Languages: Fluent in English (written & spoken)

Experience:

* Strong leadership experience and a good understanding and knowledge of business processes in a global health care industry

* 5+ years of working experience in IT project management positions

* IT planning and budgeting management back-ground

* Knowledge of IT project management methodology

* Good analysis and planning skills to manage IT investments and business demand

* Good written and verbal communication and presentation skills

* High level of customer focus with proven problem solving skills
