Responsibilities:
Compensation:
? Prepare and deliver timely and accurate of payroll of E&P China organization personnel including local staff, contractors, secondees and interns; Coordinate with Local Tax Bureau to implement tax related policy and arrange IIT monthly report, IIT reimbursement and all kinds of IIT certificates for both expatriates and local staff;
? Closely monitor and regularly report to line manager updated national and local HR policies and regulations on timely and accurate basis; coordinate with labor service agent (CIIC, FESCO) to apply for and implement special working hours system (flexible working hours system, comprehensive working hours system)
? Maintain and update compensation & benefits records of local staff
? Prepare and provide accurate C&B data for various purposes, including but not limited to manpower costs allocation & invoicing, staff expatriation, HQ reporting, etc.
? Participate in preparation and finalization of the C&B budget
? Contribute to annual salary review to ensure a competitive and motivating C&B environment for local staff
? Contribute to employment, on-board and resignation (exit interview) process on timely and accurate basis
Benefits:
? In charge of social benefits calculation and payment of both local staff and expats to ensure the company policies are in line with the relevant national and municipal laws and regulations (BJ-Xi’an-SH-NJ, with possible extension to other cities), keep good and close relationship with social benefit vendors (CIIC, FESCO)
? Prepare and submit various reports as per requested by local government authorities on timely and accurate basis, such as Chaoyang District Local Tax Bureau and Beijing Statistics Bureau
? Contribute to local staff Performance Review System implementation and update all necessary information for E&P China local staff, including but not limited to EIA (annual performance review)
? Assist line manager to manage employee relations including labor disputes handling
? Be responsible for C&B benchmark data survey, including but not limited to vendor selection, data procurement & analysis
? Contribute to benefit policies preparation, ensure policy execution and follow-up by each affiliate / office
? Prepare expats annual leave allowance (c/o Finance)
? Maintain leave records for all staff (local & expats)
? Coordinate with Total China Holding on group-level benefit programs for E&P China (Capital Increase, medical insurance, supplementary pension, etc.)
Requirements:
? Bachelor’s degree, 3-5 years MNC working experience in Human Resource domain, preferably within an energy company
? Practical knowledge of Chinese labor laws and regulations
? Strong sense of service and confidentiality
? Fluent English, French is a plus
? PC literacy (basic Microsoft desktop tools: Word, Excel, PowerPoint…)
