Why Does This Position Exist? Identify, solicit and select reliable contractors to supply consultant, speciality and construction services to support project execution.
Negotiate terms & conditions and contract price, prepare contracts, monitor contractor performance and delivery of services to meet objectives.
Provide agreed approvals and supporting documentation for payment of invoices. Conduct contract change management and contract close out.

MAJOR ACCOUNTABILITIES OF POSITION:

1 Comply with Company and Project contracting policies and procedures and act within limits of delegated authority. 25%
2 Work with engineering, planning, project controls, construction, HSE and quality to ensure contractors deliver specified services on-time. 15%
3 Identify, develop and propose sources, solicit contractors, receive tenders, proposals and associated submissions. Undertake negotiation of contracts, including terms & conditions and pricing and delivery, monitor contractors' performance, measure work in progress and propose and negotiate changes to enhance contractors' support to the project. 15%
4 Ensure contractor's documentation, including proposal securities, insurance, bonds and performance securites are received in accordance with the contract and are safely stored. 15%
5 Ensure contractor documentation, including work specification products due in the initial contract stages which set the parameters of the contractor's performance of requirements, are received, reviewed and approved and implemented or revised and approved to meet the contract, as appropriate. 15%
6 Monitor contractor's performance, approve invoices with proper supporting documentation, conduct change negotiations, manage and negotiate claims, maintain contract files, closeout contract when completion has occurred and provide surviving documentation to responsible parties. 15%


Knowledge / Experience / Competencies Required
Job Specific Knowledge:
? Familiar with contract pre-award and post-award process
? Familiar with local and international contract terms and conditions
? Familiar with contract structure and pricing structure
? Familiar with local contractor resource
Industry Specific Experience:
? Junior Contract Engineer: 2~4 years initial experience at a junior level performing the assigned tasks under the close supervision of more experienced personnel;
? Contract Engineer: 4~6 years initial experience, performing the assigned tasks under supervision of more experienced personnel;
? Senior Contract Engineer: at least 6 years experience at intermediate level performing the assigned tasks and providing supervision and guidance to assigned personnel;
? Technical background in relevant industry preferred, capability on cost estimation and relevant project experience will be a plus,
Education – Qualifications, Accreditation, Training:
? Bachelor degree or above
HSE Capability:
? Good HSE knowledge
IT Skills:
? Proficient in use of computers and commonly-used business software
People Skills:
? Ability to communicate effectively in written and spoken English
