-For our NEA IT department in Beijing, we are looking for a Head of Procurement at the earliest opportunity.
Introduction
Mission of Function:
-Regional, cross-divisional/ commodity responsibility for total Purchasing Volume (PVO) for the category IT (hoprizontal+vertical) based on defined material/ ESN scope in PR China. Organization, controlling and measurement of Procurement activities in a disciplinary/ irtual managed regional team in the AAE region (approx. 12 countries). Maximizing the value contribution through an optimum supplier base, in alignment with global and local strategies and increasing the share of the regional pooled volume.
Dimension of Function and Volume
-Direct Responsibility for management of the IT procurement team of PR China( >=4 people),
-Functional responsibility of teams and people within the AA(E) region responsible for the IT procurement (approx. 8 people).
-Define and drive the members and activities of regional IT PuC teams
PVO(EUR 170') and Productivity (including CNI) with EBIT impact of respective IT Commodities in alignment with both the SCM and CIO functions for respective regions, based on material/ ESN scope.
-Position reports into Chna/AA management and functionaly into global Head of IT Category.

What are my responsibilities?
Areas of Responsibility/Tasks
-Commodity Team
Coordinate and manage a virtual/ disciplinary regional team to maximize contribution to EBIT through collaborative, targeted activities from regional cross-divisional and cross-BU sourcing in alignment with the global pooling activities and the CIO function.
-PVO transparency
Drive activities to increase the PVO transparency within the region
-Commodity strategies
Interface with Global CM for local implementation of the global strategy, define, derive and communicate the regional commodity strategies in alignment with the global Commodity and CIO strategy.
-Negotiations/Contracts
Lead in the definition and implement of negotiation concepts and strategies. Negotiate regional frame contracts; define core assortment; document frame contracts in relevant Supplier Management IT-systems. Responsible for operational IT procurement to ensure relevant procurement related KPI’s like payment terms, contract execution etc.
-Processes, methodologies and tools
Improve the efficiency and effectiveness of the procurement function through implementation of processes, tools and methodologies such as eProcurement (eRfX, eAuction/ eBidding); eCatalogues etc. in compliance of the Siemens global quality standards."
-Procurement related KPI
Generate, document and implement productivity (including CNI),; plan, monitor and report on relevant KPI (e.g. CNI, eAuctions, Supply Base Optimization, FPL, GVS share) and ensure the target achievement within the respective IT Commodities in the regions.
-Communication
Set up a communication strategy to distribute/communicate procurement relevant information to relevant stakeholders.
-Supplier Management
Responsible for all the activities related to supplier management
-People Management
Responsible for hiring, developing people making succession plans and ensuring a high performance culture within the responsible function
-Representation
Represent AA(E) region in the global IT procurement management meetings (virtual and physically).
What do I need to qualify for this job?
-10+ years of professional experience in procurement/ procurement related function, thereof 5+ years in IT procurement
-Deep experience in Procurement processes, and experience in IT infrastrure, and IT solution business preferred. Candidate should be familiar with Siemens internal IT processes and with the HQ system and tools SDW,C4S
-Leadership experience of 5+ years is expected.This experience includes leading direct and crossfunctional, intercultural teams (especially) leadership in terms of guiding / motivating non direct reports within a matrix organization
-This job includes countries in the AAE region and thus involves experience of working with different cultures and working in multi cultural teams.
