POSITION GOALS | Accept total responsibility for the effective management of a project development team engaged in the execution of all phases of a project from initial establishment of requirements to final handover to the Client (feasibility study, conceptual design, detail design, tender, construction, and completion) with satisfied result in safety, time, quality and cost. The role provides coordinating thought and leadership to encourage maximum contributions of all participants in the projects and focuses these to produce a maximum value result. |

DUTIES & RESPONSIBILITIES | Business needs - Lead the proposal preparation with support from Business Development manager and other resources as needed - Manage the project at as sold margin and control project cost including labor and expense Project initiation and need analysis - Understand the client expectation by meetings, searching and analysis; - Prepare project needs analysis report according to Client requirements and the project understanding. Project planning - Define project goals in terms of contract, cost, schedule, physical and Health & Safety requirements; - Prepare Project Definition Plan and associated Risk and Communications Protocols. - Prepare Project Execution Plan Project execution – Design, procurement, construction, closeout - Set up project execution plan to make sure project schedule, cost, HS and quality are managed in accordance to MODEL system and match client’s expectation. - Ensured that objectives were accomplished in accordance with outlined priorities. - Manage and control track/document whole design process from concept design, design development, construction documents, As-built drawing, and hand over documents. - Prepare project tender strategy; lead whole tender stage from Prequalification, RFP, Tender evaluation, Recommendation, Contract, etc. - Delegate responsibilities and designed time schedules. - Prepare project Master Schedule and Tracking. - Lead project team to control the entire construction process and quality to meet project requirements. - Regularly review of all pending issues with Project Team to ensure there is no communication gap, develop action plan to resolve at the earliest chance. - Ensure mitigation action are put in place and carried out to control risk exposures of the project/JLL. Operations management - Conduct/report weekly meetings with Client, consultants, contractors and agencies to review progress per agreed schedule and follow-up all pending issues proactively to conclude at the earliest. - Review project status reports during each operational phase. - Hold the Project Control Group meeting. - Prepare Project Monthly, Weekly project status reports. - Prepare Project Risk Register, HS Report - MODEL and Audit checklist compliance - Report exceptions and remediation as necessary People Management - Manage, monitor team members during whole project stages from imitation to completion. Company policy alignment and contribution to team growth - Ensure all team members are fully compliance with company policy. - Teach, guide new team members on company policy and project management skills. - Support to business development when necessary, include but no limited to prepare proposal, case study, presentation, Lesson Learnt. - Contribute to Atlas |

EMPLOYEE SPECIFICATIONS | Education /Work Experience Requirement - A degree in architectural, civil engineering, or MEP engineering related discipline or related field or a combination of formal education and work experience in excess of 8 years. - At least 7 years Project management experience is mandatory. Technical and Administrative Skills - A strong understanding of all aspects of Development Management including, legal environment, financial appraisal, risk management, negotiation, etc. - Expert in project plan and procedures. - Familiar with government permitting process of architecture industry. - Proficient communication skill in Mandarin and English - Skilled in set up and update project schedule with MS Project, Excel and/or other scheduling software. - Ability to interpret, coordinates, and discuss construction drawings of all disciplines. - Prefer to have cost estimation skills Business Skills - Ability to conduct business development presentation to potential clients in both English and Chinese. - Understand the legal environment in design contracts and be able to manage the design contract accordingly. - Ability to carry out commercial negotiations with contractors. - Ability to contribute to market analysis and the marketing process. - Control, manage and negotiate change orders. Interpersonal Skills - Motivate project team members. - Strong leadership - Maintain and cultivate good relationship with client including all stakeholders. - Create an environment where all team members are encouraged to contribute. - Communicate effectively with entire project team. |
