Role Summary/Purpose

The Sourcing Program Leader will work as the local owner for sourcing for all commodity(s) and Product lines for GE Water.These responsibilities include the development, communication and execution of strategies to ensure realization of the business objectives, which includes supplier development and negotiations, contracts, and establish sourcing strategies.

Essential Responsibilities

The Sourcing Program Leader will work as the local owner for sourcing for all commodity(s) and Product lines for GE Water. These responsibilities include the development, communication and execution of strategies to ensure realization of the business objectives, which includes supplier development and negotiations, contracts, and establish sourcing strategies. In this role the individual will develop & integrate processes that meet business needs across the organization, manage complex issues within functional area of expertise, be involved in long-term planning, and contribute to the overall business strategy.
• Be responsible for the overall sourcing activity in GE for Great China ES and Indirect activities: compliance, quality, delivery & cost.
• Lead to develop & execute of the sourcing strategies that delivers a competitive advantage. Drive the strategic supplier initiatives including, supplier selection, development, and supplier consolidation to ensure sourcing optimization and overall supplier performance.
• Drive continuous improvements in sourcing processes including proactively monitor, escalations due to delivery/quality issues, invoicing/payables issues, and database management.
• Lead local team and work closely with global and Aisa sourcing team to continuously improve the supplier performance in quality/delivery/cost.
• Drive localization, best cost country strategy, supporting both Commercial and supply chain in China for global and Asia Region.
• Establish cost sheet, develop the cost/supply agreement with local vendors
• Lead team to develop yearly operating plan for deflation / cost reduction as well as lead financial reporting for sourcing metrics.
• Support ITO from sending RFQs, collect quotation, negotiation with vendors in order to help biz win more projects.
• Lead and drive team of sourcing specialist (direct & indirect) to monitor daily fulfillment need in factory together with planners/buyers, proactively look ahead on the fulfillment risk, take actions to expedite vendor fulfillment, regularly conduct the vendor performance evaluation.
• Build up & monitor sourcing process to ensure compliance of sourcing activity.
• People development: plan / develop / organize team structure to guarantee the business development need is met. Build up the right expertise in the team to manage execution.
• Work closely with functional team, building up sourcing team accountability, ownership and quick response.

Qualifications/Requirements

• Bachelor’s degree or equivalent
• 5-7 years of relevant work experience, >2 years in manager/leader position
• Good English and Chinese communication skills
• Strategic thinker with proven negotiation skills
• Strong quantitative and analytical skills
• Excellent interpersonal, communication, presentation, and facilitation skills
• Ability to work effectively in an autonomous environment and in a matrix organization
• Ability to influence leaders and individuals across organization levels; manage effectively in ambiguous situations.
• Demonstrated ability to manage multiple priorities and/or initiatives simultaneously
• Strong work ethic & self-starter with proven ability to engage across functions
• Passion for excellence with high integrity, commitment to quality

Desired Characteristics

• Engineering background, better with MBA degree
• Prefer Minimum 5 years’ experience in Sourcing functions
• Experienced with principles and procedures related to contract terms and conditions.
• Strong leadership skills
• Knowledge of the business and organization, and/or manufacturing knowledge
• Experience with Oracle/SAP
• Excellent proficiency with office computer applications i.e. Excel, Access,
• Word, PowerPoint
