Job Description This role is the regional product regulatory manager for the North East Asia region providing support to the Downstream businesses of Shell.
Location: Beijing or Shanghai
Reports to: Global Manager Product Regulatory Assurance
Accountabilities
This role is responsible for:
·providing the leadership for businesses that operate in or sell into this region assuring that processes are in place to enable business activities to be compliant with applicable product regulatory requirements (existing and new). Examples of such regulations include China’s Globally Harmonized System requirements, Taiwan’s REACH legislation, and Korea’s REACH legislation.
·leading and providing oversight of emerging regulatory activity in the region, coordinating with designated business focal points, product stewardship staff and other functions (such as Safety and Environment and Shell Health), ensuring the Shell response to significant issues is appropriate and progress reported in a transparent way.

·the leadership of the country Local Product Regulatory Lead (LPRL) network in the region, providing coaching and support, setting LPRL goals and supporting the Global Regulatory Assurance Manager to provide feedback to country leadership on individual contribution and performance.
·monitoring and communicating regulatory product requirements (e.g. Product/component registrations, safety data sheet and label content) within the Product Stewardship community across all Downstream businesses. Working closely with Product Stewardship staff in the region to ensure knowledge and expertise of the team is leveraged.
·ensuring product regulatory information (supported by local product regulatory leads, Health, Safety and Environmental focal points and regional / global product stewards) is maintained for applicable product portfolios, in relation to chemical composition, hazardous properties and impact on supply chain from manufacture to storage and transport to customer use and post use (reuse, recycle, disposal).
·initiating actions to ensure Shell has appropriate systems and tools in place to address emerging regulatory changes, e.g. defining changes to GSAP data management.
·taking all necessary steps to ensure timely interpretation of new regulatory requirements so that a single understanding and plan is defined with support by country and business staff.
·maintaining relevant networks to support product regulatory regional compliance processes
·ensuring appropriate participation in relevant Trade Association venues to monitor changing regulations and agency action and is responsible for integrating output from others who attend related committee structures to ensure the overall strategy with regard to key issues is aligned.
This role also participates in focused audits of business practices and internal processes as deemed appropriate. This includes internal quality assurance work to test and validate that hazard communication documentation produced from the GSAP EHS authoring system is both complete and compliant.

Special Challenges
External regulatory requirements are rapidly changing in North East Asia and requires forward planning and flexible responses.
Creating and/or maintaining an effective virtual team working across all Downstream businesses and applicable countries within the region.
Managing potentially conflicting stakeholder requirements and expectations.
Developing and maintaining knowledge and effective communications sharing over a wide distributed network and within a structure of accountability (geographic region, business groups).

Job Knowledge, Skills, Competences
Experience in Product Stewardship/Product Regulatory and previous experience of providing technical support to customer, internal, and external stakeholders (governments; OEMs, NGOs) on product HSE related issues are required. University degree with qualifications in science or engineering.

Product Stewardship
Broad understanding of international regulatory frameworks for product safety and a working knowledge of industrial hygiene and toxicology as it applies to Shell products
Capable of sponsoring and leading projects and work process changes
Proven ability to lead technical teams in a multi-cultural environment.
Proven ability to build and maintain relationships with customers, service providers and contractors
Solid understanding of regional & country chemical control laws
GSAP EHS module functionality
HSE audit practices
