I. Organization Information

II. Job Scope
Job Purpose
To lead the China C&B to operate payroll and C&B administration timely, in compliance with China Employment Ordinance and company’s HR policies and procedures. To assist Human Resources Director in reviewing, developing / revising and implementing C&B strategies, structures, policies, practices and procedures regarding rewards and recognition, and advice departments on C&B policy issues.
Major Accountabilities
1. C&B Policies and Procedures
Assist Director in developing and implementing C&B policies and procedures, e.g. propose action plans for implementing and communicating C&B policies and procedures, liaise with C&B agent, insurance brokers, tax consultants, legal advisors for the development / revision of C&B policies, etc.
2. Implementation of Local C&B Policies and Procedures
Work with the C&B Team to ensure smooth implementation of local C&B policies and procedures, e.g. insurance schemes, leave policy, employment contract templates, etc.
3. Employment Records and Reports
Prepare employment records and management reports to facilitate C&B administration and management decisions, e.g. prepare reports on headcount, payroll, commission, leave, working hours, personnel expenses, attendance, roster, etc. ; prepare ad hoc statistical analysis reports, etc.
4. Compensation Administration
Manage compensation administration to ensure accurate and timely operations, e.g. manage the team to ensure on-time salary payment, monitor the process of salary tax administration and ensure Tax Returns are distributed to staff members as scheduled, guide the team to handle salary review data administration, etc.
5. Benefits Administration
Manage benefits administration to ensure quality, e.g. manage staff-related insurance administration, check and verify rental refund for managers, lead the team to ensure accurate articulation of commission entitlement, etc.
6. Compliance of Salary and Benefits Administration
Ensure compliance of salary and benefits administration practices with local employment-related ordinances, e.g. manage the team to ensure compliance of salary calculation to local law, ensure all termination cases follow company disciplinary policies, attend auditor meetings and answer enquiries, etc.
7. Expatriates Management
Ensure expatriates administration tasks such as housing, visa application / extension / cancellation, relocation support, home leaving is managed timely with quality.
8. Budget
Ensure the HR budget tasks are handled accurately, efficiently and within deadline.
9. C&B Surveys
Plan, organize and execute C&B surveys for proposing C&B policies, salary review etc. E.g. conduct benchmarking, compensation market researches and market comparison; verify company database by participating in external C&B surveys; evaluate the effectiveness of internal and external surveys, etc.
10. Team Management
Manage the teams to ensure operation efficiency and quality, e.g. train and coach team members, provide development opportunities to team members
11. Others
Perform other duties as assigned by Management
III. Job Requirements
Preferred Education & Qualifications
1. Education level: Bachelor degree or above
2. Subject of Studies: Business Administration, Human Resources Management, etc.
Expected Experiences
6-12 years relevant human resources experience with 3-5 years management experience, retail industry background is preferred
