Job Title: Utilities Product Engineer - Package Systems

Sector: Steam Plants Entity: ALSTOM Power Steam Plants China/RoA, Position based in Beijing

Purpose of the Job

The Utilities Product Engineer has the responsibility for the technical management of the Utilities Packages which comprise the HVAC and Fire fighting. In addition to the above specialism the Utilities Product Engineer may be required to technically manage other balance of plant equipment/design subcontracts.

More specifically, his/her main activities will include :

Define the specific HVAC/FF project concept : Prepare the basic engineering: (Calculation, Process Flow, P&ID ,Passive FF protection study, FF Smoke extraction study )

Manage/Execute the enquiry process in line with the EPP: preparation of the specification of the required equipment to meet the expected performances of the contract, review and analysis of bids, finalisation with the supplier of the technical contract. On placement of the order, supplier follow-up including co-ordination of all technical documentation to meet the contract schedule from project hand over by the Tendering Team until take over by the Client/Service Department and/or O&M Organisation. Supporting the project team in discussions/submissions to the client and relevant authorities and responsibility for the relevant as-built documentation. The Product Engineer shall support the site construction and commissioning staff, in particular in the close-out punch lists to obtain PAC and FAC with the Customers, and ensures experience feed-back from the projects. Manage/Execute all HVAC/FF activities in line with the following internal procedure :Mega tool process/DOW/MTS/EDM/Design review/Design freeze process/Quality/EHS process/NCR/DCR/IFSI/FSI/ERS/PAN process

Further the Utilities Product Engineer shall support on request the Tender Department and the Plant Integration & Optimisation Department.

Organisational Reporting

Project related the Product Engineer shall report to Lead Engineer Product, who in turn reports to the Project Engineering Manager (PEM).

For other non project related matters he shall report to the Department Manager Mechanical Equipment & Systems.

Network & Links

Internal: within the project the Utilities Product Engineer shall be in contact with the different engineering sites of ALSTOM, principally Belfort and Delhi. The exchange of information will be done via email, drawings submittal, meetings, telephone conferences, etc., which require a basic knowledge of the English language and the willingness to travel from time to time.

External: The Utilities Product Engineer shall manage technically the supplier by review of their documentation, exchange of correspondence and organising design review meetings either in ALSTOM offices / the offices of the supplier or on site.

He/She shall analyse Customers comments and shall co-ordinate with the supplier answers and if necessary support the supplier in face to face discussions with the Client.

The Utilities Product Engineer shall support erection & commissioning staff which may include short missions to site.

He/She shall provide proper tender costing for the tender team and technical expertise, specifications and supplier follow up till project close out.

Educational Requirements

The candidate shall have an Engineering degree (oriented preferably in thermodynamics, fluid mechanics or general mechanic),

Knowledge / Experience

The candidate shall have preferably at least 5 years experience in the field of building service HVAC/FF.

The candidate shall have the competences to size and to specify the HVAC/FF systems.

Behavioural skills / competencies

Good English written and spoken is mandatory. An other foreign language will be appreciated.

In addition to be volunteer and willing to learn, the successful candidate shall be a highly-motivated person and be able to work in a multi-cultural environment. The candidate shall be a good team player and shall have some minimum managerial skills in order to be able to plan well, coordinate with projects team members, guide the sub supplier through the projects and take care of his/her functional interfaces clarification.
