Job Description
Job Purpose:
1) Lead HSSE team to help ensure that the business activities of OSCAR JV meet the HSSE requirements of Chinese government and the two parent companies;
2) Champion HSSE performance improvement in the company by helping management formulate HSSE policies, reporting on HSSE KPIs, and introduce initiatives to continually build-up HSSE culture.
3) To uphold the fuel quality and quantity standards from supply to sell at retail sites.
4) To operate customer call centre and improve the service level.
5) Support Sales & Operations team to achieve operational excellence on daily basis.
6) JV property of equipments and facilities management
Dimensions:
1) Fuels volume: 3000ML per year
2) Annual budget / Opex: RMB 5M
3) Staff (direct reports): 3 direct reports, and total staff in the department 15+
Principal Accountabilities:
1) As a member of JV management team, participate in key decision making of major JV issues.
2) Ownership, via constant review and updates, the JV’s HSSE and QQ MS.
3) Serve as the one-stop interface for all sites to provide quality/quantity assurance and technical advices.
4) Collect, keep, update and share HSSE&QQ regulations, standards, practices, emergency/crisis plans and any other working information for JV and sites to learn, be aware of, and follow.
5) Formulate HSSE & QQ management policies, standards, procedures, and tools.
6) Train JV staff, site staff, contractors, suppliers, third parties on HSSE & QQ awareness and skills.
7) Audit the company’s HSSE & QQ performance and management by constant reporting of KPIs and incident reports.
8) Work with local government bodies to obtain necessary licenses and permission, including dangerous goods licenses, environmental compliance certificates and safety accreditations from local safety bureaus.
9) Support all sites in their management of HSSE & QQ objectives, including the technical supervision of HSSE &QQ focal points in each area.
11) Work with environment contractors to conduct EIA (Environmental Impact Assessment) and NERA ( Network Environmental Risk Assessment).
11) Advise on any ad hoc HSSE & QQenquiries and investigate any incidents.
12) Act as emergency contact for Retail sites
13) Act as the castodian of JV properties of equipment and facilities
14) Look after Customer Service Center
Key Challenges
JV HSSE culture started from a basic level and was characteristic of Sinopec’s overall past HSSE practices, for example:
Culture of covering up incidents
Contractors are expected to get the job done with minimum effort and expense at the cost of HSSE, and if there’s any problem, it’s seen as the responsibility of contractors
JV staff’s HSSE competence required improvement
Before transferring sites to JV, Sinopec left many sites in disrepair and danger without much construction and maintenance for years.
As some 60% of the network is contract managed by JV for SINOPEC, and many are in a state of disrepair due to legacy. There is a struggle with to acquire Capex/Opex for HSSE risks mitigation.
Government HSSE rules and regulations inconsistent, unclear, and complex. In order to secure necessary licenses e.g Dangerous Goods License and EIA approval, tremendous amount of efforts is a must.
Job Knowledge, Skills & Experience:
Bachelor degree with at least 8 years experience in petrochemical business, 4 years in Retail;
Familiar with ISO 9000, ISO 14001 at KNOWLEDGE level;
HRA (Health Risk Assessment); EIA (Environmental Impact Assessment); JHA; PTW; ALARP at SKILL level
Hands-on operational exposure in a JV or a SOE, or possess experience working or negotiating with external partners to enable insight into the mind of the Chinese Partner..
Proven expertise in retail and HSSE & QQ operations to ensure credibility in the eyes of the Chinese Partner.
Must be able to work in an environment of conflict and opposing objectives. Must possess dexterity to juggle Shell’s requirements and local execution obstacles.
