Job Overview

Responsible for daily end to end Treasury Operational tasks for China LIB Headoffice and its branches and ensure all operational tasks are completed in a timely fashion.

The Treasury Operation Manager is required to ensure that the Products executed in China receive the correct level of operational support, including end to end daily operational supports for Derivatives, Fixed Income, FX and MM so as to achieve overall business objectives.

This role might require the extension of its support to other functions such as Loan Operation, Middle Office, Project Management on an ad hoc basis. You will be working closely with the business line managers, legal, compliance and Group Risk etc for any new business roll out as well as to identify and correct any key operational risk problems.

Main Responsibilities

Bussiness

1. Ensure that the treasury products receive operational support in areas of Operations to achieve the business objectives set in the business plan and in accordance with the Operations strategies.

2. Manage effectively the operational implications of any business initiatives or other changes to the business profile that are mandated by management.

Controls

1. Maintain and enhance the control environment of the Treasury Operation Team.

2. Maintain the audit rating of Operations to satisfactory level.

Staff Development

1. Establish a programme of staff development initiatives aimed at achieving greater control awareness and improved product knowledge.

2. Institute a program of management development initiatives to enhance the management /supervision skills of key technical specialists and develop a succession plan for Treasury Operation team.

Detaild Job Description

Operational responsibilities

The operational responsibilities include:

1. Works closely with Front Office (Traders and Marketers), Middle Office, Back Office and Hubs to support FX/MM, Fixed Income and Derivative products.

2. Undertake all treasury operation tasks, including economic affirmation / confirmation, CNY settlement, Funding predictions, manual accounting & GLRS.

3. Perform Security settlement via CDC system for Bonds/Repo deals.

4. Produce local regulatory reports and internal MIS reports.

5. Establish/update Standard Operational Procedures (SOP) which include control measures and ensure the SOPs are in strict compliance with internal policies as well as governing rules and regulations.

Control responsibilities

The control responsibilities include:

1. Adhere to all control standards including local regulatory requirements and global policies.

2. Clearance of all internal and external audit recommendations within stipulated timeframe.

3. Control Self Assessments are completed thoroughly and on time.

Staff Management responsibilities

The daily management of Operational staffs include:

1. Supervise and manage the overall performance of junior team members; objectives setting, staffs coaching and feedback as per appraisal cycle.

2. Involvement in employee selection, career development and succession planning.

3. Ascertaining staff training requirements, ensures team member are provided with appropriate training.

Quanlification

1. TITLE: senior Associate or junior VP position with at least 5 - 8 years bank/financial industry working experience.

2. PRODUCT: fixed income, interest/exchange rate, credit derivative etc as minimum. it would be a plus if knowledge extending to equities securities.

3. RELATIONSHIP: strong connection with industry & regulator with evident proof on market influence.

4. PEOPLE: with managing experience at least for 5 man team.

5. LANGUAGE: fluent in speaking, reading & writing skills in both English & Chinese Mandarin.

6. OTHER: strong control mindset, sound specific industry knowledge & strong project co-ordination skills.
