Position Summary/Mission:
Carries out department strategy and direction by managing teams providing Service Level Management, Account Management, Project Management and Consulting Services in the delivery of: service and support functions (e.g., Code Asset/Software Configuration Management, Change and Problem Management, Availability Management, Customer Management, Software Distribution, Metrics Reporting, Performance/Capacity Management, Online/Test and Scheduling services) in support of I/T infrastructure, application development and business initiatives. Manages teams to ensure the JV production environment is available to service the needs of clients.
Fundamental Components & Physical Requirements include but are not limited to:
? Customer/Account Management:- Directs managers/teams providing service delivery and service support in desktop,mid-range, mainframe, and multi-tiered computing environments. Leads managers/teams in the delivery of applications and infrastructure implementations and upgrades
? Maps strategies for the integration of all infrastructure support areas (e.g., Network Engineering, Web Engineering,
? Desktop Engineering, Security Engineering, Operations Engineering, Automation Engineering, Data Center Operations, Hardware Engineering, Performance Management, Data Base Administration) to ensure delivery of business objectives.
? Strategically aligns I/T resources and processes to ensure the integrity and availability of data and applications in an industry leading, multi data center environment.
? Directs strategies and resources to enhance collaborative partnerships with peer and senior management in business, project management, application development, and I/T infrastructure organizations to ensure appropriate evolution of service and support models. (*)
? Remains continuously aware of business, technical, architecture, and infrastructure products and issues.
? Independently identifies and anticipates potential impact on scheduled projects and the interrelationships among the product suite.
? Directs managers and actively participates in marketing information technology services to business, project management, and application development representatives. Formulates strategies for development of new value added services designed to meet clientsexpectations, while increasing I/T value perceptions.
? Represents business, project management, application development and I/T infrastructure organizations on escalated issues with appropriate peer groups or senior management. Demonstrates confidence and willingness to challenge senior management regarding project plans/issues that could jeopardize the stability of the production environments.
? Articulates position in a manner that persuades others, establishes rapport, gains understanding and concurrence.
? Service Level/Metric Management:- Directs management of multiple portfolios/multiple sites encompassing several business lines. Negotiates, defines, and finalizes I/T Service Levels with clients, and vendors.
? Ensures established Six Sigma service levels are met or exceeded. Speaks on behalf of I/T infrastructure interests.
? Maintains authority to execute agreement.
? Directs business and I/T representatives in restoration of service for complex, system or site-wide production application outages, focusing on reducing Mean Time To Recovery (MTTR) and Mean Time Between Failure (MTBF).
? Coaches staff on intricacies of availability management.
? Ensures compliance with AI and JV direction in assuring presence of standards and procedures designed to provide secure, efficient, and quality systems operations. Controls the introduction of change in a dynamic environment, while proactively mitigating risks and interdependencies to ensure minimal impact to business and service levels.
? Manages to established service levels, identifies negative trends, communicates results to senior management in business and I/T infrastructure organizations, initiates corrective action to stabilize environments.
? Strategically aligns managers to meet production needs of business and adjusts as required. Promotes innovation in use of resources (e.g., alternate staffing, cross-functional teams). Proactively anticipates the impact of events.
? Project Management:- Directs managers in creation of project plans, implementation steps and progress. Addresses unresolved issues, keeping senior management and customers informed of solutions. Drives managers to resolution of issues.
? Allocates, manages, prioritizes project resources for multiple, high profile, corporate wide, complex and sometimes conflicting projects in a matrixed environment. (*)
? Ensures high quality, high performance organization. Determines compensation and affirms hiring decisions.
? Proactively communicates Corporate and organizational knowledge to team and ensures timely communications to staff on company mission, strategic direction, and key issues of the organization. Sets team direction in accordance with department goals and objectives.
? Manages budgets and expenses for assigned unit.
Background/Experience Desired:
? 8+ years progressively responsible experience in complex computing environment with a background in mainframe, midrange, or distributed platforms.
? Project leadership or supervisor experience required.
? Fluent in English
Education and Certification Requirements:
? Bachelor's degree in Computer Science, or equivalent combination of education and work experience.

? Demonstrated leadership skills and problem solving abilities.
? Excellent verbal and written communication skills, fluency in both English and Mandarin
? Excellent negotiation and collaboration skills, with the ability to work effectively with all levels of management and staff.

? Knowledge of the Health Technology market highly beneficial
