Responsibilities:
The role is to help the Upstream Oil and Gas business units in Canada to manage non-technical risks (NTRs) through functional teams that are responsible for various aspects of sustainable development (SD) related to a project in Nova Scotia. Non-technical risks include the following categories:
socio-economic, environmental, regulatory, governmental, public, legal, and fiscal. Functional teams can include public consultation, environment, regulatory, Communications (CX), Government Relations, social performance (SP), legal and land. A strong working relationship with Project Leads and interface with all technical teams on the opportunity, development and/or operation is required.
The role involves the integration and management of NTRs so that there are no unanticipated project delays, increased costs, or erosion of business value of the opportunity, development or operation due to these risks. Large focus on screening land sales, construction and initial operations of the business.
Role also includes:
Identification of NTRs,and the development and implementation of robust mitigation plans to manage these risks; creating and maintaining NTR tools; developing and promoting budgets to address NTRs and ensuring emerging regulatory issues are recognized and addressed.
Steward the preparation of functional plans as needed for Social Performance, Environment, Regulatory, Public Consultation, CX and Govt. Relations.
The position also requires the proactive identification of gaps or unaddressed NTR concerns for existing operations, and developing innovative, step-changing initiatives to address and reduce the risks of non-compliances for these projects.
Build and leverage a network of internal stakeholders in functional support groups to achieve the above accountabilities.
Perform the work in accordance with Shell SD standards and guidelines, and in conformance with the concepts of the regions NTR Coordinating Framework, and the Shell Health, Safety, Security, and Environment & SP Control Framework.
Where required there may be the opportunity to engage with external stakeholders.
Track SD performance and commitments in the opportunity, development, or operation.
Provide direct and specific SD advice and expertise to projects, and operating business.
Requirements:
Must have legal authorization to work in Canada on a full time basis for anyone other than their current employer.
Degree in one of the following fields: Environmental Engineering, Environmental Management, International Development, Sustainable Development or other related environmental, regulatory, or social degree. Masters preferred but not required.
10-15 years of experience in the Oil and Gas business with experience assisting business management of non-technical risks and opportunities is preferred.
Experience in the Upstream Oil and Gas business is preferred but not required.
Preference in the selection process will be given to individuals with the following skills:

o Good project and risk management skills.
o Knowledge of the Nova Scotia area, regulatory process, environmental, economic and cultural sensitivities.
o Ability to work well with people and manage teams that do not have reporting line accountability.
o Demonstrated core values of integrity, respect for people and honesty.
o Excellent communication skills (verb & written) with an effective ability to interface and influence a wide variety of contacts including asset and functional staff, contractors, and senior management.
o Virtual working skills
o Good working knowledge of IT and software tools
Demonstration of the following key competencies will be beneficial to potential applicants:
o Ability to manage multiple, multi-faceted SD issues.
o Strong understanding of the project management lifecycle.
o Strong understanding of external context and ability to identify key stakeholders early in the business cycle.
o Understanding of different stakeholders’ motivations, expectations and concerns and ability to translate this understanding into business relevant decisions.
o Awareness of SD expertise areas such as environment, regulatory, social performance, government relations, government relations, CX and land
o Ability to communicate effectively with different audiences using appropriate channels and techniques.
