Responsibilities:
Shell has exciting LNG plans in Canada with a strong linkage to the development and growth plans of Shell’s natural gas developments in Canada. LNG is a key component of Shell’s strategy to expand the market and achieve increased value for natural gas.
This role will be responsible to provide leadership and manage key non-technical aspects of the project from assess through to FID including: working with regulatory authorities to define the regulatory approval process for the project, delivery of regulatory approvals and permits for the proposed Shell LNG project, management and delivery of the environmental assessment work for the project, and developing and guiding environmental strategy for the project.
The Manager – Regulatory and Environmental Affairs, LNG Canada will have responsibility for strategic plans and detailed implementation plans for the following areas related to the Canada LNG project: Regulatory approvals / Permitting, Environmental Assessment, Developing and Guiding Environmental Strategy.
Regulatory Approvals and Permitting:
· Responsible for liaison with the Provincial, Federal and Municipal Authorities to establish regulatory requirements as it relates to applications, approvals and permits for the proposed Shell LNG project in British Columbia.
· Responsible for day to day interface with the regulatory agencies to clarify requirements, establish regulatory schedules, follow up on questions from regulators, etc.
· Work with the development team to assist in defining regulatory requirements and level of information required in the regulatory submissions and Environmental Impact Assessments for the proposed Shell LNG project.
· Work closely with the development team to coordinate development work at the select/define/execute phases of the project.
· Coordination of application preparation and delivery, including management of contract resources such as technical editors, graphics, print agency, as well as expediting work from the development team through a defined schedule and work program.
· Developing and Guiding Environmental Strategy.
· Responsible to ensure appropriate scoping of the EIA work to meet regulatory, stakeholder and Shell Group expectations.
· Responsible for assessment and selection of environmental consulting services for the EIA work.
· Responsible for coordination of environmental assessment work, establishing an integrated schedule with the development team for this work, and delivery.
· Responsible for providing guidance to the project on environmental issues and helping select options to manage these issues, and establishing environmental performance criteria for the project in areas such as water management, GHG and other emissions to meet regulatory requirements and aspirations of the LNG Canada project and Shell in Canada.
· Stakeholder Engagement.
· Provide support to community affairs, First Nations engagements, and ENGO engagement in the area of environmental impacts and environmental performance.
Requirements:
· Must have legal authorization to work in Canada on a full - time basis for anyone other than current employer.
· Strong project management and coordination skills and experience in working with multi-discipline teams.
· Strong communication and interpersonal skills. Experience in dealing with external parties (government, NGO’s, industry) and the public.
· Self-starter; works well in team environments and under pressure.
· Knowledge of regulatory approvals process, environmental assessments and stakeholder engagement in British Columbia/Canada.
· Understanding of Shell policies and guidelines for project development, including stakeholder engagement, environmental assessment, public communication, etc.
· Demonstrated ability to apply SD principles and practices with a variety of stakeholders ranging from the project level to the business level.
· Good strategic thinker with the demonstrated ability to develop and implement strategies in environmental risk management, regulatory affairs, stakeholder engagement, and public acceptance.
· Education and training in one or more of the following relevant disciplines (e.g., Corporate Environmental Management, Socio-economics, International Development; Natural Resource Management, Communications, Political Science).
· Demonstrated experience in the field of Regulatory Affairs/Environmental Affairs/Government Relations/Public Consultation.
