GENERAL
The General Manager of Oxford International College of China (OIC) oversees the operational setup and ongoing operations of new and existing OIC schools.
OIC’s General Manager provides the professional leadership and management of the OIC division, and ensures the successful growth and continuous improvement of the group of school.
He/she works within the remit and targets developed by the Board of Directors of BE Education, reporting to and liaising day-to-day with BE’s Director Delegate / Chief Operating Officer. He/she challenges, influences and motivates staff and students to deliver outstanding performance. He/she upholds and actively promotes OIC’s commitment to integrity, accountability and an aspiration for excellence.
PERSONAL CHARACTERISTICS
The General Manager is a high-energy, visionary and dynamic educational leader, aiming to turn Oxford International College into the leading group of international schools for Chinese students in China. GENERAL RESPONSIBILITIES
The General Manager oversees the organizational, operational, and academic functions of all OIC schools, with a focus on operational oversight and business development; he formulates the OIC schools’ development plans, programs and helps develop budgets; he oversees the day-to-day operation of the schools by working with their respective Headmasters.
Together with the OIC Principal, he line manages OIC Schools Headteachers day-to-day, helping solve issues as they occur and providing onsite assistance to Headteachers when necessary.
He/she develops and implements an OIC development plan that sets the direction for the schools’ development over the coming 5 years.
He/she leads establishing, and overseeing the implementation of and compliance with operational procedures, rules, and standards relating to faculty and staff, financial operations, and other operational procedures. He/she ensures that processes are in place and operational to handle all immigration- and labour law related requirements and issues.
He/she aligns the use of resources (time, people, funding) to the schools’ academic and financial performance targets.
He/she oversees the marketing of schools and programmes, including contributing ideas and participating in promotional and educational events.
He/she leads financial and physical planning, including the development and presentation of budgets and expansion programs, and recommends their adoption by BE’s Board of Directors.
Alongside OIC’s Principal, he/she contributes to the development of the OIC curriculum, ensuring that the curricular scope and content are consistent with OIC’s operational and financial objectives.
He/she is a member of the schools’ board of directors and, when necessary, represents the schools to the student and parent community.
He/she ensures teams adhere to timelines and plan ahead of time.
He projects, promotes and implements BE’s values of integrity, accountability and aspiration for excellence.
ENSURING ACCOUNTABILITY
The General Manager:
? supports the implementation of effective budgetary processes, and verifies that that holders of delegated budgets operate within the stipulated frameworks;
? provides regular, comprehensive reports and formal and informal information to the BE Education Board of Directors on OIC performance;
? ensures that staff accountabilities are clearly defined, understood and agreed, and monitored through a formal appraisal process and informal feedback;
? oversees the implementation and management of statistical information on student attainment to establish benchmarking and calculate value-added.
BUILDING AN ORGANIZATION
The General Manager:
? helps build and develop a strong academic and administrative team for OIC schools;
? produces, submits for approval and implements plans and policies for the development of OIC schools;
? builds and maintains organisational structures and systems which distribute leadership and enable the OIC schools to run efficiently and effectively on a day-to-day basis;
? promotes an internal organization that permits effective communication - up and down;
? monitors, evaluates and reviews the effects of school policies, priorities and targets in practice.
DRIVING SCHOOL DEVELOPMENT, STUDENT RECRUITMENT, MARKETING AND PUBLIC RELATIONS
The General Manager:
? plays a leading, active role in identifying new school opening opportunities. He/she liaises and negotiates with all stakeholders, leading to signing LOIs, obtaining approval for projects from the Board of Directors, and executing on them;
? is involved in the recruitment of new students. He/she is closely involved with all promotional and marketing activities, and works actively with the Marketing and Admissions Director to establish good communication and a positive rapport with prospective parents, agents and feeder schools;
? ensures that school promotional information is up-to-date and fit for purpose;
? ensures a symbiotic link between the school and boarding communities, furthers relationships with other OIC schools, local schools and educational organisations, local and international communities, as well as with the local authorities and relevant Education Bureaus.
DEVELOPING STAFF
The General Manager:
? helps define the professional positions needed to implement the schools’ development, and recruits highly effective staff to fill them;
? using OIC recruiting platforms and processes, oversees and coordinates the recruitment, appointment and retention of effective teachers;
? liaises with the OIC Finance and Human Resource departments on budgeting, salary and benefits scale and content;
? institutes a productive, disciplined and professional environment;
? implements training and professional development programmes;
? develops performance, quality control and evaluation systems allowing identifying over- and underperformance;
? leads staff professional reviews, target-setting and renewal of post.
PLANNING AND ANALYSIS
The General Manager:
? leads the development of OIC schools’ strategic planning;
? contributes to perspective via testing, comparisons with similar institutions, and external analyses and critiques.
