OIC DIRECTOR OF OPERATIONS
PERSONAL CHARACTERISTICS
The OIC Director of Operations oversees the operational setup and ongoing operations of new and existing Oxford International Colleges of China.
He is a high-energy, dynamic leader driven by a strong vision of outstanding operational performance. His effective leadership is defined by integrity, clear and open communication, high standards, and an understanding of the needs and interests of BE’s management and shareholders, students, parents, and fellow employees.
He has a strong commitment to quality and sharing best practices in school management.
He has the right combination of communication and interpersonal skills necessary for working effectively with administrators, staff, suppliers, regulators, and BE’s management.
He has a demonstrated ability to understand, develop, and work within a budget. Knowledge of and experience using information technology tools is a plus, as is knowledge of Mandarin.
RESPONSIBILITIES
The Director of Operations oversees the organizational and operational functions of the schools; he formulates the OIC schools’ operational plans, programs and helps develop budgets; he oversees the day-to-day operation of the schools by working with their respective Headmasters and staff.
OPERATIONS
The Director of Operations’ primary responsibility is in ensuring OIC schools’ organizational effectiveness at all stages of their development. His role is to ensure improve operational efficiency the delivery of a world-class education and smooth day-to-day internal operations.
He line manages OIC Schools’ operational teams day-to-day, helping solve issues as they occur and providing onsite assistance when necessary. He supervises, trains, monitors, and motivates the teams and ensures they adhere to timelines and plan ahead of time.
He liaises with head office support units (Finance, Human Resources, Marketing, Legal/compliance) and supports them in working with their off-site functional (“dotted line”) reports. He helps coordination and communication between support and business functions.
He aligns the use of resources (time, people, funding) in multiple locations, to support the schools’ academic and financial performance targets.
He develops and improves existing operational systems and processes. He identifies, prioritizes and implements organizational strategies, policies and practices appropriate to achieve OIC’s objectives.
He contributes to establishing, and overseeing the implementation of, and compliance with operational procedures, rules, and standards relating to students, faculty and staff.
He promotes effective communication up and down, implements suitable management reporting systems and ensures that information flows reach their intended targets in a timely and accurate fashion.
He recognizes issues and applies resourcefulness in finding appropriate solutions to issues as they arise; and follows through, ensuring effective resolution or mitigation of potential negative effects. More importantly, he identifies issues ahead of time, and implements resolution strategies to address them at the lowest possible cost in terms of resources.
He projects, promotes and implements BE’s values of integrity, accountability and aspiration for excellence.
PLANNING AND ANALYSIS
The Director of Operations leads the development of the OIC operational plan setting the direction for the schools’ development and geared toward operational excellence over the coming 3 years, ensuring that it reflects BE and OIC’s philosophy and objectives.
He takes a leading part in financial and physical planning, including the development and presentation of budgets and expansion programs, and recommends their adoption by management.
He encourages perspective via comparisons with similar institutions, and external analyses and critiques. He remains abreast of trends and research in education, particularly those affecting private and international school operations in China.
He contributes to developing the OIC schools’ strategic planning.
PERSONNEL
He helps define the professional and staff positions needed to implement OIC’s development plans. Together with the Human Resources department, he coordinates the recruitment of highly effective OIC managers and operational staff. He helps design and implements recruiting platforms and processes.
He coordinates with the Finance and Human Resource departments on budgeting, salary and benefits scale and content.
He monitors productivity and develops performance and evaluation systems allowing identifying over- and underperforming staff. He helps set guidelines for personnel evaluations, recruitment and advancement.
He helps establish a productive working conditions, discipline, training and development programme for staff members. He designs and implements professional development strategies that address the individually identified needs of all.
OTHER
He provides strong, effective leadership that motivates and promotes team-building and creates a positive work environment.
He must be able to work under significant time and operational pressures, and be able to coordinate a variety of projects simultaneously.
He assists in marketing the schools and programmes, including contributing ideas and participating in promotional and educational events.
He may be required to become a member of OIC schools’ boards of directors and, when necessary, represent the schools to the student and parent community.
He is expected to exercise judgment and discretion in handling sensitive and confidential issues.
