职位描述

Responsibilities:
· Setting up and implementing staffing and recruitment strategy and plan
· Responsible to ensure all company policies and procedures are followed by all personnel for all staffing and recruiting activities
· Responsible to maintain an ongoing organizational structure to meet company long term goals and procedures.
· Maintains strong relationships with HR and the business management team to ensure staffing strategy is aligned with business needs.
· Independently handle recruiting activities for all level positions and deeply understand position background and JD to search and screen out suitable candidates;
· Work closely with recruitment service venders: website, headhunter, newspaper, labor agency etc.
· Maintain the recruitment advertisement system. Ensure recruitment channel effectiveness to maximize recruiting efficiency
· Arrange all process of interview, and work with hiring manager to provide interview and employment advices
· Responsible for negotiation the offer with the candidate and follow issues till on board
· Treat the resume professionally and build up talent pools
· Track, analysis and report recruitment/staffing reports, including hiring report, position forecast report, recruiting cost tracking, channel effective analysis etc. to closely monitor the recruitments in the company
· Analyzes the reasons of employee dismissal, to find out the primary reasons of employee turnover and provide appropriate suggestion for human resources management of the company
· Co-working with internal C&B professional and external vendors to manage staff in and out process, including background check, personnel processing, exit interview, leave exit check, etc.
· Responsible to educate and train hiring managers on the relevant knowledge and techniques of talent selection
· Take part in other recruiting projects, such as campus recruiting
· Support HR Director on other staffing management process and activities

Qualifications:
· University degree or equivalent
· Over 10 years related Human Resources experience, staffing and recruiting focused in a big MNC or fast-growing organizations with proven track record of lead a team.
· Hands on experience in a multi-national organization where the HR function is highly commercial and focused on creating added value
· Strong interpersonal relationship management and consultation skills.
· Good business acumen and strong program/relationship management skills.
· Demonstrated success developing and implementing staffing strategy and change
· Good understanding of HR policies and practices in China
· Good knowledge in China Labor Ordinance and have practical experience in complying with legal requirements
· Excellent in Mandarin and English
