• Managing a budget of approximately US$25MM and a team of 50+ employees and outsourced contractors.
• Responsible for direction and control of all application development within the country from systems design, programming activities, database management. For system planning, direction and policy must be in line with Global Technology governance and security policies and guidelines.
• Conduct strategic technology planning in support of the business objectives. Create a strategic dialogue with business partners that incorporate industry-wide practices and benchmarks.
• Participate at the Senior Management Planning Boards as subject matter expert for all application development technological initiatives.
• Develop and integrate the local IT organizational mission, vision, objectives, structure, governance model, policies, processes and strategic plan for the organization.
• Lead the local IT organization to ensure business strategies are properly aligned with the enterprise initiatives and effectively implemented.
• Illustrate a deep understanding of how both current and future technology can be used to drive business transformation.
• Work with Business Leadership to develop, evaluate and implement IT strategies that are aligned with business imperatives, and understand the implication of both tactical, time sensitive requirements in addition to longer term growth oriented strategic solutions.
• Ensure technical implementation is consistent with corporate standard guidelines and policies.
• Manage critical IT vendors for the country, leveraging the company’s global scale and existing relationships.
• Establish and maintain fiscal and budgetary controls including monthly variance analysis of business partner billings, vendor services, and Application Development expenses.
• Leverage economies of scale to improve service while reducing cost.
• Manage vendor relationship while adhering to the company’s Code of Conduct for Officers.
• Liaise with Infrastructure team to manage applications performance
• Manage all country applications development directly including but not limited to onboarding, offboarding, promotions, performance & compensation management, training & development.
• Manage all country applications production support according to SLAs (Service Level Agreement)

• Bachelor’s degree in Computer Science or related field required. Broad and in-depth knowledge of effective technology solutions for the financial services industry.
• 10+ years of IT leadership experience in a leading-edge environment with a global bank or insurance company (Fortune 500), experience with program and portfolio management concepts is required.
• Strong leadership skills required to restructure and continually refine organizational goals and strategic direction.
• Fluency in Chinese and English is required
• Excellent written and oral communication and presentation skills
• Ability to motivate, inspire and grow others
• Analytical; thoughtful and demonstrates sound judgment
• Hands-on; drives results and accountability
• Effective influencing, organizational and cultural skills to drive and implement major change efforts.
• Ability to direct multiple teams' activities; ability to direct, motivate and develop project staff in a developing, continually changing environment.
• Proven strategist with experience in managing complex financial services environment.
