Job description:

1. Financial Forecast, Analysis and Reporting: Internal & External Reporting and Analysis (Operated Offshore Projects)

• Analyzes and summarizes operated offshore projects financial and operating performance results for management reporting. Works collaboratively with various functional groups within China Upstream to fully understand drivers of performance, including research and analysis of significant transactions and variance analysis compared to business plan.
• Liaison with Beijing FFAR group and update instructions to Shekou financial analysts on reporting guidelines for monthly, quarterly and yearly financial reports and analysis covering Deep Water and other operated offshore projects.
• Coordinate with Beijing upstream FFAR group for the preparation and submission of 20+ reports for year-end reporting and disclosure for China upstream assets in accordance with Chevron Corporate annual reporting Guidelines and SEC requirement.
• Coordinate financial statutory audits. Compile the PRC financial statements package and supporting schedules of all operated offshore projects and provided to PwC auditors within defined timeline.
• Conducts/coordinates ad-hoc analytical projects and requests from FFAR supervisor and Project / Assets stakeholders.
• Mentor other Financial Analyst to participation in the above activities.

2. Budgeting and Business Planning Support

• Coordinate with Shekou Department Managers, Houston Exploration Manager and Beijing management office to compile the annual G&A budget for Shekou office and the operated offshore blocks Joint Account budgets for Partner CNOOC and BP. Provide responses to JV Partners on budget inquiry, facilitate budget review and approval.
• Provide analysis of budgets, actual and variances to budget holders, department managers and management.
• Work closely with Business Planning group; collect, consolidate, analyze, and deliver accurate and timely financial data to assist in the forecast of CAPEX/OPEX expenditures, and the preparation of annual business plan and submission.
• Provide operated offshore projects' accurate financial data to assist Beijing Business Planning group for MIDAS update.
• Prepare various financial attachments and disclosures as required for business plan submission, including variances analysis for earnings and cash flow, significant Items, commitments other capital disclosure and foreign currency spending forecast, etc.
• Work collaboratively with Shekou Finance Comptroller group and project Sponsors to analyze quarterly JV financial metrics in comparison with Joint Account Budget and furnish with work program milestone completion status for Partner CNOOC and management review.
• Prepare mid-year updates of key financial metrics forecast for comparison with Business Plan. Identify and analyze variances for management review.
• Mentor other Financial Analyst to participation in the above activities.

3. Financial Closing Coordination and System Management

• Set up and communicate financial closing schedule as well as monitor the closing progress.
• Review consolidated all Shekou Finance responsible operated offshore projects financial statements for reasonableness; identify issues and work with Shekou Comptroller group and Beijing Finance to resolve the issue before closing.
• Work with Shekou Comptroller group to resolve any integrity validation report issue, identifies inconsistent data and makes sure all errors are fixed before confirming completion of month end close to Beijing FFAR.
• Coordinate with Beijing on annual testing of disaster recovery exercise for the shared JDE environment.
• Identify, coordinate and secure resources to support 1E1 deployment activities including JDE environment consolidation (e.g., QA testing and review, user acceptance testing (UAT), training coordination etc.).
• Cascade 1E1 initiative communications to the appropriate end users, track the progress of initiative activities, raise issues/questions, track action items and ensure progress meets required deadlines, follow-up on and respond to 1E1 correspondence in a timely manner
• Monitor 1E1 CGUG Finance Adherence Metrics, identify and provide support to resolve discrepancies.
• Support local JDE SME to complete JDE system administration and 1E1 initiatives tasks.

Requirements:

1. Accounting / Finance Bachelor degree, CPA preferred
2. 7+ years of relevant upstream accounting / reporting / budgeting experience
3. Good analytical skills and strong upstream accounting knowledge are required for this position to effectively analyze and report the complex financial results and performance compared to budget and business plan metrics as well as compiling the statutory audit financial statements package.
4. Advanced English communication and coordination skills are a must-have as this position frequently interact with Beijing/ASBU/GU FFAR, project management team and system support groups as well as accounting staff in Shekou and Beijing offices.
5. Proficient computer skills in utilizing Excel / Powerpoint are needed to efficiently create financial forecast & analysis model and presentation slides for management reporting.
