JOB DESCRIPTION:
? Responsible for day-to-day management of the US re-export related activities in Shanghai as well as any Chinese export control related activities.
o Provides support, regulatory interpretation and guidance in the following areas: Sanctioned Party screening, product classification, export licensing, export license exception assessment, re-export authority, compliance training, export documentation , audit and recordkeeping
? Recommends appropriate tools and processes to reduce complexity where possible and to improve productivity
? Focal point for issues related to appropriate export controls of the US and other countries in Asia with regards to daily operations.
? Identify potential areas of compliance vulnerability and risk through periodic reviews and/or other risk evaluation techniques to monitor compliance, identify problem areas, initiate root cause analysis, develop and implement corrective action plans and procedures for resolution of these issues in coordination with local and country leadership
o Provide guidance on avoid similar risk situations in the future
? Create and institute standard desk procedures for all aspects of the position
? In conjunction with the Manager Greater China Trade Compliance (Suzhou) as well as Global Trade Compliance management in the US, revise compliance policies and practices in accordance with changing legal framework and business models
o Monitor US, regulatory changes and assess impact to AMD business in China
? Define, support and integrate effective compliance requirements into the on-going business processes
? Day-to-day management of the VEU R&D license in China. Provide oversight, review, audit and action related to activities of the engineering, R&D and management teams as their actions affect the VEU license and our compliance posture
? Day-to-day management of any other US export/re-export licensed activities in China such as any site licenses.
? Prepare and provide compliance training and education in both English and Chinese, to all stakeholders to improve their understanding of export controls and the effect of those controls on AMD activities in China
? Administer records retention program for documents required by US or Chinese government related to export control activities
? Provide reports as required
REQUIREMENTS:
? Minimum of 5 years in export/import controls with focus on global controls especially those of the United States
? Multi-national experience a must
? Knowledge of US export administration regulations,
o Knowledge of special semiconductor and encryption licensing a plus
? Experience with management of VEU or Site licenses a plus
? Experience with an ERP system (Oracle, SAP)
o preferably SAP with GTS experience
? Bachelor’s degree or equivalent
? Fluent in English, both spoken and written
? Knowledge and experience with US export controls
o Knowledge of the export/customs regulations of south east Asia countries a plus
? Proficient with MS Office products including Word, Excel, and PowerPoint;
o Experience with VISIO is a plus
