Position Summary/Purpose: Overview of the basic function and purpose of the job, and how it contributes to the successful achievement of department and organization objectives, accountability, decision making authority, problem solving accountabilities.
Our Application Consultants work closely with clients throughout the whole life cycle of software projects: pre-sale, system presentation, implementation, training and assistance. This position requires a combination of skills and experience involving:
？ industry domain expertise - understanding customers' business processes, application and challenges,
？ developing and documenting user requirements from customers,
？ positioning and selling consulting services,
？ establishing and maintaining strong technical relationships with key customers,
？ designing, explaining and implementing solutions to meet customers' requirements, etc.
The successful candidate will work hands-on with customers on/off site in the e-government industry to ensure their success in the areas of control structuring, design, demonstration, programming, verification & validation and implementation of software.

？ Develop product and industrial solution strategies, which include but not limited to: planning, designing, and operating policies. Evaluate current products and industrial solutions on a regular basis.
？ Responsible for market analysis, rival products and projects analysis in the industry.
？ Act as project manager on large-scale international projects. Ensure project delivery with high quality. Maintain and improve customer relationships, develop potential projects opportunities.
？ Responsible for providing professional industrial trainings to government officials and clients from other countries.
？ Familiar with international standards. Provide technical advice, continuously update and perfect solutions. Review solutions in the industry and give modification advice.
？ Lead the consultant team for requirement analysis, solution/proposal writing, technical documentation and etc. Responsible for developing integral solution for a certain field. In charge of work breakdown and allocation (such as the breakdown of modules, contact with third parties, equipment selection and etc.)

Qualifications: The skills, abilities, specific knowledge and minimum experience necessary to
perform this job.
？ BS or MS in Computer Science, Software Engineering, Computational Mathematics, or equivalent background from practical experience;
？ 6+ years of experience in IT consulting, business analysis, system design or related field;
？ 3+ years of experience in management information system development and implementation, or government-level software/integration projects, point person of at least 2 projects during implementation;
？ Good project management experience and team leadership;
？ Have team management capability over 5 team members, can be as technical team leader in project;
？ Familiar with Oracle database, Application Server, Web Server, etc.;
？ Familiar with Java EE and development framework;
？ Excellent communication capability in English. Understanding multiple international cultures. Able to establish good communication with foreign customers and elicit potential requirements;
？ Willing to travel and stay on customer site as consulting business nature.
