职位描述
Role Purpose
* To lead the country HR operation team and to work closely with business managers, HR business partners and country HR team to provide commercially focused, effective and efficient support and service delivery to the business units or departments in recruitment, compensation and benefits administration, payroll, employee relations, data management and expatriate administration and performance management.
* To work closely with line managers and HR business partners to make sure that the company HR policies are understood by staff and followed appropriately.
* To work with the country HR team to make sure that HR activities are well coordinated from the operation side.
General Responsibilities
* Regularly review and monitor the HR operation delivery KPIs, solicit feedback from managers and implement necessary corrective actions.
* Provide leadership to the HR operation team, and coach and develop the team.
* Partner with business managers and HR Business Partners in HR activity implementation to support the business priorities.
* Provide communication and guidance in the company policies and processes to ensure compliance to the company policies and processes.
* Ensure compliance to legislation. Advise the line managers and HR Business Partners, and the HR team on the legislation or any change.
* Maintain company policy and procedure in line with country legislation and also LR regional and group requirements.
Specific Responsibilities
* Talent Resourcing - Ensure that manpower targets for the area are met using the common HR process and available technology.
* Reward/Benefits - conduct the annual salary review and propose the salary adjustment rate. Ensure that compensation and benefits policies and practices are reviewed regularly and provide proposal to the country HR Head and management to make sure that the compensation and benefits to be competitive to local markets.
* Employee Relations - Provide guidance and support to local management and HR employees on significant employee relations as appropriate and to escalate/inform Head of HR.
* Union Communication - Facilitate effective communication between the Union Committee and the management team.
* Employee Opinion Survey - Coordinate the communication and the Employee Opinion Survey. Work with business managers, country HR team and HR Business Partners to implement country specific cross stream improvement plans.
* HR Information - Maintain the integrity of the HR date. Provide meaningful HR information or reports to local management to enable them to supervise the development and performance of their team effectively.
* Expatriate Administration - Responsible for the effective administration of the expatriate workforce in the country.
* Provide support and guidance to business managers, offering solutions within company policy and procedure framework.
Requirements:
* Bachelor degree above with more than 10 years' experience in human resources.
* Good operational skills and ability demonstrated in leading a team in a commercial environment, preferably in a matrix structure.
* Proven track record in managing a broad range of HR activities including talent resourcing and acquisition, compensation and benefits, learning and development and expatriate administration (at least two of the activities above).
* Good business acumen. Able to partner with business managers and HR Business Partners in a result-orientated manner in implementation.
* Able to build a good relationship with country HR team, HR Business Partners and business managers. Have a hands-on approach and good communication and interpersonal skills.
* Culturally sensitive in implementing HR initiatives or solutions. Good communication both in Chinese and in English in speaking and writing.
* Enthusiastic, proactive and customer-oriented and prepared to work hard.
* Strong consultancy skills and ability to propose appropriate solutions to meet individual and business requirement.
