Head of Employee Services, Aegis Media China
Department Human Resources, Aegis Media China

Direct reports Approx. 3~5 in the first year
Role Purpose
The primary focus for the role will be to assess, define and build the Employee Services function for Aegis Media China. It will be responsible for leading and developing the HR Shared Services team, supporting around 2000 employees based in 3 primary locations across all entities, and covering a wide-range of responsibilities including benefits administration, training delivery, relocation support, on-boarding/off-boarding, HRIS, HR data & reporting, and compensation process etc. On-going process and system improvements will be required. This role is critical to the success of HR transformation in China.
Key Accountabilities
Initial focus:
Establish the Employee Services Function (ESF)
· Assess and identify activities, processes and programs to be centralized, streamlined and integrated into ESF
· Align roles & responsibilities, formulate service level agreements and define key performance indicators for each and every set of activities/processes to be performed by ESF
· Recruit identified roles that meet the required competencies to fulfil the team structure in the ESF setup
· Migrate processes into ESF in a planned and controlled way with minimum disruption to the businesses
On-going responsibilities
· Employee Services Function (ESF) Leadership
ü Set clear strategies and objectives for the ESF, ensuring it is clearly communicated to all ESF staff and key customers
ü Ensure alignment of ESF strategies/objectives with AM China’ business requirement and HR functional vision
ü Foster and maintain positive relationships with the AMC HR Center of Excellence team, the HR Business Partners for all brands/functions, and other functions such as Finance and IT
ü Maintain effective customer service for all internal customers by utilizing excellent, in-depth knowledge of company policies, processes, and programs.
· Service Delivery
ü Ensure consistent and accurate interpretation and applications of HR policies and procedures
ü Ensure all processes performed by ESF comply with the AM group and local standards and policies
ü Ensure ESF process designs are consistent with best practice, continuously implementing process improvement initiatives where appropriate
ü Provide timely and accurate reports to include KPI measures and performance tracking of services, managing the team to deliver and exceed targets
ü Lead the on-going transformation of the ESF which aims to deliver additional HR services such as Resourcing, Absence Management etc.
· People Management
ü Ensure all ESF staff have clearly defined performance objectives, aligned with performance/quality standards defined in service level agreements
ü Assume responsibilities of all principles of performance management within the team, including regular coaching, training and providing feedback and personal review sessions
ü Provide direction and leadership for ESF employees and is responsible for cultivating a learning organization that promotes a culture of customer service and continuous improvement

Financial Parameters
Financial: Specify and indicate in terms of budget, expenditure, CAPEX, operating costs, revenue generation, project costs, team salary costs etc.
Staff: Specify the number of teams / staff and type of staff reporting.Approx. 5~10 in the first year
Other: Indicate any other item which helps clarify the size/complexity of the role. For example - number of sites managed, projects managed etcSupport approx. 2000 staff based in 3 major locations across 6+ entities
Personal Specification
· A proven track record of spearheading process improvement and experience in HR Shared Services, ideally gained in a people management role in a diverse and international environment.
· Demonstrated ability to build strong relationships with a variety of stakeholders.
· Capability of exercising extreme discretion and independent judgment.
· Demonstrated managerial, decision-making, planning, organizational, problem-resolution and leadership skills.
· Knowledge and experience with productivity measures, meeting/ exceeding customer expectations and continuous improvement initiatives.
· Ability to utilize assigned resources and leverage back-channel resources (individuals or teams) to achieve or exceed planned outcomes.
· Demonstrated ability to manage people on a day-to-day basis; ability to inspire a high level of commitment and performance.
· Strong ability to manage the successful and smooth transition from current to desired culture, practices, structure and overall organizational environment.
· Superior analytical skills with demonstrated proficiency with Microsoft Excel, Word, and PowerPoint required.
