Primary Purpose of Job



The User Team Leader is accountable for coordinating and delivering all user related activities for the Site Expansion projects. In this role, the User Team Leader will lead the user team through the development of end user requirements, all user related deliverables, and transition the project from hand-over and operational start-up to routine operation. The User Team Leader will ensure that the Site Expansion projects are well coordinated and the appropriate level of PT Shanghai Site representation is accounted for at all project phases. The User Team Leader will work independently to deliver fully compliant and operational assets that meet Roche standards and requirements.



Principle Roles & Responsibilities / Accountabilities



The Site Expansion projects are significant capital investments that deliver administration and training building(s) to accommodate several hundred employees.

Once the Site Expansion projects are complete (mid-2014), the incumbent will transition into an operations role. The primary responsibility will be to manage the newly constructed buildings and the supplier(s)responsible to maintain and operate the buildings.

The User Team Lead is accountable for coordinating and delivering all user related activities on the project.

Specifically, the User Team Lead:

? is accountable for project user requirements and all user related deliverables that includes but is not limited to maintenance plans, training materials, operational procedures, relevant business processes, start-up strategy, etc.

? assigns responsibilities to user team subject matter experts to complete deliverables

? collaborates with the Project Manager to successfully plan and execute the capital project.

? prioritizes and aligns project objectives together with the Project Manager

? ensures that the project is resourced with appropriate user representation

? assigns tasks and leads user team members through the resolution of user/project related issues.

? escalates project related issues to senior management as appropriate.

? establishes the business case and is the requestor of any user generated change orders.

? reviews and approves critical design deliverables during the PI, CD, and BD phases of the project.

? provides information on process requirements and coordinates production and operational impacts.

? is accountable to transition the project from hand-over to from hand-over and operational start-up to routine operation.

Upon transitioning the assets to routine operations, the incumbent 1) manages the relationship between Roche and the supplier(s) responsible for operating and maintaining the new buildings; and 2) is the building manager responsible to interface with building occupants to ensure facilities management services are delivered according to customer expectations. Key roles and responsibilities include:

Supplier Relations

Provides the linkage between Roche and the supplier(s) as it relates to facilities management.

? Responsible for managing changes to processes, resources, and any other impacted areas between Roche and the supplier.

? Engaged in the escalation process for issue management.

? Responsible to engage in cross-supplier relations, setting expectations around how suppliers providing different services interact.

? Establishes and ensures adherence to key performance indicators (KPI's) that drive supplier performance and behavior.

? Partners with the supplier to implement process improvements that enhance customer relations, compliance and workflow efficiency.

Building Management

? Interfaces with building occupants to understand their needs and ensures facilities management services are deployed in a manner that meets these requirements.

? Ensures that facilities management services are delivered with a high level of customer service.



Qualification and Experience



Education/Qualifications

? 8+ years' experience in Facilities Management

? Experience in supplier management and capital projects preferred

? Bachelors in Engineering required
