Position Title: Regional Government Affairs Lead
Division/Location: Shanghai/Guangzhou
Reporting to: Director of Government Affairs, Beijing
Position Summary:
- As a member of the Legal and Corporate Affairs team, this position will be based locally in Shanghai/Guangzhou working very closely with business teams and other LCA colleagues to lead and coordinate local government outreach and policy efforts in support of local business growth. Primary areas include: developing local gov’t strategy; building and maintaining relationships with related local and regional government officials and regulators in areas of importance to Microsoft business; planning and coordinating local gov’t engagement across teams; local policy analysis and advocacy, including such areas as intellectual property protection, local preferential policy etc; understanding and advising business clients in gov’t related deals and support in critical issues management when gov’t approval is involved. It also includes educating relevant local government officials and key stakeholders about Microsoft‘s citizenship activities and contributions to the Chinese economy, developing win-win strategies with certain local gov’t agencies, and building goodwill and a strong reputation among local government officials.
Responsibilities and Duties:
- Develop and implement a local/regional gov’t strategy in support of MS business expansion.
- Establish and maintain strong relationships with local government officials, regulators and stakeholders to ensure smooth access to gov’t for across issues.
- Lead and coordinate local gov’t engagement to support business growth, drive major cooperative initiatives with local gov’t, and facilitate the approval in major gov’t related deals.
- Monitor, analyze and evaluate local policy and regulatory issues that may impact MS local business activities, leverage local preferential policies, and promote policies that foster innovation, respect for intellectual property, and economic development among local gov’t agencies and local SOEs.
- Establish and maintain relationships with key local industry associations on policy and government relations matters;
Qualifications:
- Minimum 5 years’ experience in government relations or business development at multi-national companies, and/or in local government;
- Proven diplomacy and advocacy skills to effectively handle relationships with government officials;
- Ability to develop and implement strategies to secure support from key government agencies and regulators relevant to MS business;
- Proven leadership, interpersonal and consensus building skills
- Excellent written and verbal communications skills in English and Chinese;
- Chinese national highly desirable;
