Responsibilities:


Dimensions :

a) Manage a project team comprises of internal shell staff,Telecom
Design office,external contractor staff,ISPs,and TLS; and including
direct interfaces with HSSE staff on safety assurance.
b) Direct interfaces with shareholder Tender/Contract committee for
tender/contract approval.
c) Direct interfaces with legal adviser,government body for any
legal/regulatory requirement.
d) Direct communication to internal stakeholder (Capital Project
Manager,Field Manager) and external JV stakeholder for project
review,status,issues; and business change or technology
promotion.
e) Manages IT/Telecom delivery for offices,fields,camps for Sichuan
capital projects.
f) Make use of Functional Assurance leaders to validate design of all
technologies

Accountabilities :
------------------
• Manages the successful delivery of onshore IT infrastructure
projects on scope,time and budget for Sichuan Capital Projects and
or various Enterprise projects.
• Liaises with Capital Project,Maintenance & Operations etc. for
accurate business requirements and formulates into IT
requirements/ solutions in the Capital Project Plan.
• Contributes to the Planning Process for Infrastructure Investments
in the Capital Projects.
• Manages IT infrastructure planning,design,execution in capital
project scope throughout the ORP phases and in accordance to DCAF
in addition to according to Project Delivery Framework (PDF) and
Project Excellence standards.
• Contributes to Contract & Procurement process for infrastructure
acquisition
o Define clear scope of work,terms and conditions,HSSE
requirements,contractor selection criteria,and company estimated
cost for input to tendering/contract document.
o Participate in getting tender/contract approval throughout the C&P
process
o Manage the technical evaluation process.
• Manages the optimal resources (internal Shell project staff,PM
staff from Shell strategic partners and 3rd party contractor) for
project delivery
• Manages project budget ensuring accurate and timely spend within
budget,accrual and invoice payments
Manages key stakeholder (Capital Project Manager and JV partner)
expectations throughout the ORP/project life cycle.
• Liaises with contractor line manager,or ISP account manager for
issue escalation.
• Coordinates project budget expenses for contribution to the
financial reporting
• Manages HSSE for infrastructure delivery in capital project
o Manages High Risk activities with L3 intervention.
o Review HSE plan for medium risk contract.
• Manages approval on import/export control and Telecom
communication special licenses and environment protection
regulatory requirement
• Coaches JV secondees in the team for development.

Requirements:


Incumbent has all the mandatory HSSE competencies meeting the
Capital Project requirement:
• Proven Programme/Project Manager:
o Can lead at least 2 concurrent regional medium size projects
o Experienced in managing more than 3 projects complying fully with
the ORP phases and delivered in accordance with DCAF process.
• Contract Management:
o Experienced in managing concurrent contracts.
• Strong Knowledge on Network, Field IT/Telecoms, and substantial
knowledge on Hosting & Storage and End User computing.
• Has over 8 years of experience in IT/Telecoms space, and
substantial experience in application, data, platform.
• Over 5 years of Project Management experience
• Incumbent has the ability to handle multiple projects with
appropriate priority.
• Able to work virtually.
• Commitment to go to the field site as job required.
• PMP certification will be an advantage and ready to be a fully competent Project Manager.
• English and Mandarin skills are required.
