职位描述

Location: Beijing, Across China, China

Responsibilities:


• Provide leadership and direction on SP issues for the JQ venture
• Achieve integration on SP aspects/impacts and procedures/practices with other UCG ventures SCEPCo.
• Manage NTR risk by implementing an effective issues identification and management system which is integrated with the Project Risk Register and Risk Management process
• Develop and manage the Non Technical Risk Plan for the JQ Venture.
• Develop and manage JQ Venture RAF and RAPs to international standards to facilitate permits and financing. With the nominated ESHIA contractor,undertake a gap analysis on any differentials between Chinese and International law with regards to land acquisition/future resettlement compensations,including the (maintenance of) livelihoods for Venture (project) affected persons and propose recommendations to close any gaps identified (e.g. RAF contractor).
• Ensure that all necessary permits are in place,and that standards and commitments are coordinated between Shell and PetroChina SW and the various ventures.
• Work with Venture TL’s and CX Advisers to ensure that actual,potential and emerging external E and SD stakeholder requirements are swiftly balanced with engineering and HSSE requirements.
• Working with and through CX agree and promote a strategic direction for the pro-active management of non technical risks in support of land management,exploration drilling and field development.
• Establish and raise internal stakeholder awareness of all local,national and international requirements associated with the project and its activities. Agree and implement action to achieve compliance throughout the venture life cycle.
• Ensure effective social input to contracts and subsequent contractor management processes
• Provide high level oversight of all consultant contracts within sphere of responsibility (RAF,RAP,P&PC etc)
• Focal point for interface with PetroChina SW on RAF and individual well RAPs. Hold an engagement session with JV Partner PCSW on recommendations for closing identified gaps with regards to land acquisition/future resettlement compensations; agree actions to revise working practices (if any).
• Raise the competence of CX Advisers in current and emerging E and SD requirements and agree with them roles,responsibilities and action to achieve compliance in the short,medium and longer term.
• Contribute to the shaping of future implementation team and recruitment for key roles.

Requirements:


• Bachelors and preferably Masters/PhD in any Social or Environmental Science, Public Administration or relevant Engineering discipline.
• At least 10 years experience in relevant management role.
• Demonstrated managerial skills and broad technical knowledge to allow effective management of various disciplines in a multicultural business environment.
• Broad knowledge and experience in oil/gas or other industry sector in developing country environment
• Broad experience of the application international standards and approaches in major capital projects.
• Broad experience of resettlement and land acquisition for a major international company, preferably in China
• Proven track record as an effective trouble shooter and capability to resolve matters in the interest of the Project.
• Motivating leader with a strong team mindset.
• Ability to build rapport and exercise diplomacy in communication with and resolution of SD and Environmental issues with relevant government authorities
