Responsibilities:


• Provide governance for all the ventures/assets in SCEPCO,as well as interface with external parties that interfaces with SCEPCO’s production systems.
• Update Assets Leader,programmers,HCA engineers,PT,WRFM team on health status of metering system on monthly basis via Metering Meeting and metering performance KPIs.
• Provide input to Sales Agreement particularly on the metering and sampling requirements.
• Provide input to development projects on allocation and measurement methodology and requirements.
• Responsible to review metering and measurement Basic for Design (BfD) for projects and plant change proposal. Review and contribute to project specification.
• Work closely with project team in define and execute phase,participate in FAT and SAT to ensure that delivery of metering system meets user requirements.
• Work closely with maintenance team in the assets to identify and propose solution for metering issues.
• Engage with external stakeholders in any metering related dealing i.e. deviation request,design approval etc.
• Review and approve metering validation and calibration report. Follow up with maintenance team to close out pending issues.
• Act as Contract Holder for metering validation contract. Manage contractor performance and put in place HSSE management for the contract.
• Provide technical support to metering data user,especially to HCA & WRM team when issue rose on suspected metering problems.
• Lead the implementation of improvement initiatives/projects to improve the overall metering system management.
• Organize metering awareness program. Such program will benefit metering data user in creating basic awareness on metering applications.
• Participate in Skillpool meeting to establish network and sharing knowledge with C&A colleagues.
• Put in place metering audit plan. Provide expertise and support for Metering Audit and Verification activity.
• Attend to metering irregularity issues when required,to ensure that irregularity reports are reviewed and agreed by all stakeholders.
• Review and audit data acquisition systems and reporting processes such as metering calibration and maintenance,to ensure that data quality meets the appropriate agreements and procedures; report and identify remedial actions to address any deviations.

Requirements:


• An engineering degree in Electrical & C&A discipline. Alternatively, a HND/HNC or equivalent.
• Other engineering degree, with relevant work experience.
• Seasoned professional. Field experience in metering related work for more than 10 years.
• Very familiar with international standards (ISO, GPA, API) related to metering & local Guo Biao China National standards and requirements
• Comfortable with conflict and issue management.
• Excellent communication and negotiation skills, leadership and the ability to influence others.
• Ability to learn quickly especially in establishing network among metering stakeholders is important.
• Analytical, able to understand complexity of oil and gas production processes, recognise potential opportunities and threats to the production system.
