Initiate and implement programs in order to meet applied legal compliance requests and Novartis Global HSE objectives and site specific objectives.  启动和实施项目，以满足适用的HSE法律法规要求和诺华全球HSE目标及工厂具体目标。

Support site all functions to manage HSE risks and ensure HSE as an integrated part of the daily work. 为所有部门管理HSE风险提供支持，确保HSE作为日常工作的一部分。

Major Accountabilities  主要职责

1.    Ensure compliance with all relevant local laws, regulations, standards and Novartis HSE standards regarding HSE management. 确保HSE管理相关适用的当地法律、法规和标准及诺华集团标准的合规性。

2.    Organize HSE programs and perform routine surveillance activities. 组织HSE项目并执行日常监督活动。

3.    Organize Industry Hygiene monitoring and implement related projects on occupational Health Management. 组织工业卫生检测，实施职业健康管理项目。

4.    Advise HSE team and line functions on selection of PPE，and comment on use during monitoring activities.负责PPE选择，根据检查情况提出使用建议。

5.    Maintain and manage HSE net and DMS system, organize data analysis when applicable. 维护和管理HSE net 和DMS 系统，需要时组织数据分析。

6.    Lead the HSE coordinators team，organize regular meeting and follow up actions execution. 组织HSE协调员小组，定期组织会议，跟踪计划进展。

7.    As firefighting management staff, in charge of establish firefighting safety management and emergency SOPs, organize firefighting inspection， supervise and urge corrective actions follow-up, manage firefighting emergency team and training, organize emergency drills. 作为消防管理员，负责制订消防安全管理和应急管理SOP，组织消防检查，督促火灾隐患整改跟踪，管理义务消防队并组织培训，组织应急演练。

8.    Lead environment performance annual monitoring, ensure the reported data accuracy. 负责环境绩效年度监测，确保汇报数据的准确性。

9.    Coordinate local authorities’ visits, and ensure findings closed on time. 协调当地政府部门的检查，确保检查发现按时关闭。

10. Carry out any other works assigned by the Supervisor and support other functions / groups where is necessary. 完成上级交办的其他工作，必要时支持其他部门。

Ideal Background 理想的背景

Education: 教育 University or Collage Graduated in Safety Engineering, Environment Engineering, industry hygiene, or other engineering relevant. 大学以上学历，安全工程、环境工程，工业卫生，或其他工程类相关专业。 

 Languages: 语言 Fluently spoken、read and written in English. 英语听说读写流利       

 Experience: 工作经验 Above 5 years’ experience in manufacturing industry HSE area，especially in safety and chemical management. 5年以上制造行业HSE领域工作经验，特别是安全和化学品管理经验。
