Summary: The U.S. Mission in Guangzhou is seeking one eligible and qualified applicant for the position of Strategic Content Coordination Assistant (Community Manager) within the Public Affairs Section (PAS).
The work schedule for this position is: Full Time (40 hours per week)
Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: The Community Management Coordinator works under the direct supervision of the Strategic Content Coordination Specialist (SCCS). This position has no supervisory responsibilities. Is responsible for building and maintaining Consulate flagship digital properties (social media, website content); for developing a year-long editorial calendar designed to promote Consulate priorities with on-line communities; researching and analyzing evolving markets for Consulate digital properties; and customizing content and online engagement to promote Mission objectives. Organizes and hosts online conversations; designs and develops innovative engagement opportunities and tools. Provides guidance to PD section staff and other Consulate personnel who engage with online communities on standards, regulations, and policies for the use of digital properties.
Qualifications and Evaluations
Education: College or university studies (no specific field required).
Requirements:
EXPERIENCE: A minimum of five years of progressively responsible experience in a multilingual, multicultural or multinational organization is required. Market research and audience analysis, and design and execution of online campaigns must have been significant components of the job. Must have experience managing digital properties, including direct online interaction with the public, and content creation in multimedia and traditional formats.
JOB KNOWLEDGE:
Detailed knowledge of U.S. foreign policy objectives and American interests in China is required. Good understanding of U.S. historical, political, economic, and cultural forces that shape U.S. foreign policy is required. Must have comprehensive knowledge of the attitudes and communication preferences of priority audience groups. Must understand the factors and institutions that shape Chinese opinions and preferences. Must have strong online communications and analytic skills to identify and maximize engagement opportunities. Detailed knowledge of the Consulate and Mission structure and operations to facilitate collaborative work among a variety of agencies, protocol levels, teams, and posts. Must understand management of digital properties and online communities, including marketing and/or advocacy campaigns. Knowledge of trends in regional and international communications patterns and how they affect China’s communications landscape is required.
Must have detailed knowledge of all sources of USG strategic content -- DOS guidance, functional and regional bureau digital materials, Consulate and Mission multimedia content (e.g., ambassadorial, Consul General and other speeches; public events) -- and sources of reliable third-party content related to foreign policy goals. Detailed knowledge of legal regulations and procedural guidelines affecting content uses. Comprehensive knowledge of public diplomacy programming in China. Comprehensive knowledge of both traditional and online engagement tools and programs used to convey policy in the public sphere, as well as knowledge of the related regulations, policies, procedures, and resource streams associated with each are all required.
Evaluations:
LANGUAGE: Level IV (Fluent) speaking, reading and writing in English is required. (This may be tested)
Level IV (Fluent) speaking, reading and writing in Mandarin Chinese is required.
SKILLS AND ABILITIES:
Analytic skills: Must have strong analytic skills to manage funding from multiple sources, each with differing requirements for purpose, oversight and accounting. Must be able to accurately assess resource challenges and identify solutions, including those that address sensitive resource challenges.
Communication/Interpersonal skills: Must have excellent customer relations, interpersonal cross-cultural communication skills. Must have excellent written and oral communication skills, including writing reports in both English and Mandarin Chinese.
Management Skills: Strong management skills are required, including the ability to develop and oversee project budgets. Ability to organize logistical support for professional and cultural projects such as workshops, seminars, digital video conferences, panel discussions, lectures and camps is required. Must be able to conclude agreements with partner institutions and manage their fulfillment.
Technical Skills: Good keyboarding and data entry skills are required; excellent familiarity with electronic discovery tools, in particular the Internet, and standard information retrieval practices and procedures are required.
Availability: Must be available to travel throughout the consular district to support PD projects and activities.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. ** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
