Main responsibilities:
1. Establish and improve the budget process, policies, methods, analysis and evaluation system, and is responsible for monitoring the effective operation.
2. According to the company’s development goals, prepare annual budgets, including estimates of revenue budgets, cost budgets, personnel budgets, fixed assets budgets, capital budgets and so on.
3. According to the company’s operating modes determine the focus of budget management, review the projects and department’s budget request, and make recommendations.
4. Full controls over budget implementation, and provide regular analysis reports.
5. Analysis of the difference of budget performance, reporting to the Director immediately.
6. Supervise the implementation of the department budget.
7. Budget adjustments and coordination.
8. Complete other tasks assigned by Director of Finance planning.


Job requirements:
1. Master’s degree or above in finance, accounting, economics, or management is a plus candidates with background of oil and gas are preferred.
2. 5-year financial budget management experience in large or medium-sized energy companies，at least 2 –years Oil & Gas company working experience
3. Over 3-year working experience as supervisor or manager in finance department.
4. Strong independent finding, analyzing and solving problems ability.
5. Strong leadership skill and project management skill.
6. Good communication skill.
7. Fluent English skill.
8. Familiar with Microsoft office, SAP.
9. Familiar with GAAP and other international accounting systems.
10. Qualified in accounting or with other professional certificates (such as CPA) is a plus.
