Summary:


The U.S. Mission in Beijing is seeking one eligible and qualified applicant for the position of Senior Security Investigator.




The work schedule for this position is: Full Time (40 hours per week)


Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties:


The position is a professional Pharmacist who is responsible for


managing and operating the Pharmaceutical services at the health


unit in the American Embassy Beijing and at American Consulates


in Guangzhou, Hong Kong, Shanghai, Shenyang and Wuhan


(NOTE: this applies to Wuhan when they once again are





operational). This position includes professional Pharmaceutical


duties, administrative duties, as well as daily contact with outside


vendors including those in the USA, Europe and Asia. This position


also includes regional duties whereby the Pharmacist provides direct


pharmaceutical consultation and procurement assistance to


consulates across Mission China and co-manages Mission-wide


programs such as pandemic medical preparedness efforts with


Health Unit nurses.






Qualifications and Evaluations



Education:





1) Bachelor of Science in Pharmacology.



2) If Local Employed Staff, must be registered with PRC Pharmacy Council as Pharmacist (Pharmacy board of certification) and have an up-to-date license to practice pharmacy. If U.S. citizen, must have North American Pharmacist Licensure Examination (NAPLEX) and Multistate Pharmacy Jurisprudence Examination (MPJE) certification and a U.S. state license.





Requirements:



EXPERIENCE:




Minimum 1 year of experience in hospital or retail pharmacy


managing inventory, procurement, patient education and accounts reconciliation.







JOB KNOWLEDGE:




Must know about the current procurement policies and regulations of U.S. Government. Must make sure that all procurement/contracting actions are in accordance with current procurement policies and regulations of U.S. Government. Must have in-depth knowledge of U.S. FDA regulations and drug approvals to make sure that U.S.



Government employees and their family members take only those medications which are approved by U.S. FDA. Must have in-depth knowledge of U.S. Pharmacopoeia to ensure that medications are packaged, labelled, and dispensed to patients per rules mandated by U.S. Pharmacopoeia.


Must have knowledge of Chinese Pharmacopoeia and Chinese FDA regulations (drug laws) to ensure that the medications purchased locally do not violate Chinese drug laws.



Must have good knowledge of availability, quality and patent

and U.S..


Must have in-depth knowledge of Pharmacokinetics of drugs


(absorption, distribution, metabolism, and elimination of drugs in


human body).





Evaluations:



LANGUAGE:



Level IV (Fluent) speaking/reading/writing English is required. Must have in-depth knowledge of medical/pharmaceutical terminology.



Should also have a good knowledge of Latin phrases and codes used in medical field.








SKILLS AND ABILITIES:




1) Identify drug-drug or drug-food interactions for medications U.S. Government personnel and their family members are taking.



2) Several times, patients come to health unit when their critical


medicine (not available in China or Hong Kong) is completely


finished. In such situations, Pharmacist thru individual study


should find out the closest possible equivalent available in


neighboring country and procure it for the patient. If, there is no equivalent drug available, then he should get the medication for patients from U.S. via quickest mode of transportation.



3) Patient's with unexpected side effects from medications.


Pharmacist analyses the reactions through individual study and suggests alternative.



4) Several times in the interest of U.S. Government, Pharmacist


under guidance of Regional Medical Officer and Post


Management must procure critical medications for VIP's.


5) Responds to Embassy/Front Office requests for "Travel Medical Kits" for use in in-country travel on short notice. The pharmacist custom makes these kits for official travelers, depending on the mode of travel, number of travelers, and the level of medical care available at the destination.









Qualifications:
