Key points:

1. Develop the procurement management system and work process

2. Accountable for purchasing, developing new supply resources

3. Lead supplier selection and qualification

4. Responsible for contract & price negotiation

5. Build up supplier resource database (qualified and potential)

6. Assist engineering dept. to support supplier with first off sample approvals

7. Lead and collaborate with purchasing/engineering dept. to create corrective action plans of supplier quality/delivery issues

8. Work with the supplier directly, facilitate root cause analysis and verification of correction actions of quality issues

9. Support quality dept. to deal with quality complaint from production dept.

10. Develop and manage the supplier KPIs, lead annual supplier assessment

11. QCDS management and collaborate with suppliers on process improvement and value enhancement opportunities

12. Prepare and implement the purchase price reduction plan according to the purchase budget

13. Collect information on new supply resources in the market and understand market prices

14. Track and manage the work progress of the buyer & the procurement project, coach & support buyer to solve the issues in the procurement procedures

工作职责：

1. 制定采购管理制度及工作流程

2. 负责采购，开发新供应资源

3. 主导供应商的选择和认证

4.  负责合同协商，价格优化

5. 建立供应商资源库（合格及潜在）

6. 协助技术部，帮助供应商进行新品开发

7. 主导并协同质量/技术部门解决质量及交期问题

8. 协助供应商处理质量异常问题

9. 协助质量部处理生产部的质量投诉

10. 制定供应商的KPI并主导供应商年度评估考核

11. 供应商QCDS的管理及对问题点的改善跟踪

12. 根据采购预算编制采购降价计划并实施

13. 搜集市场新供应商资料，了解市场价格行情

14. 跟踪管理采购员工作进度和采购项目进度，协调处理采购过程中的问题

Qualifications:

1. Bachelor degree of mechanical manufacturing/manufacturing process

2. Over 3 years working experience in procurement engineer in the equipment company

3. Experience in semi-conductor equipment company is preferred

4. Good communication skills in Chinese and English

5. Good command of ERP system

6. Ability to understand and analyze drawings

7. Good command of office software

8. Familiar with relevant quality tools, such as SWOT, ABC, KPI

9. Able to accept frequently business trip

任职要求：

1. 大学本科（机械制造/工艺制造）学历

2.  3年以上设备公司的采购工程师经历

3.  有半导体设备厂采购经验者优先

4. 良好的中英文沟通能力

5. 熟练使用ERP系统

6. 具有一定的图纸阅读和分析能力

7. 熟练使用office等办公软件

8. 熟悉相关的管理图解工具，如SWOT，ABC，KPI

9. 能经常性出差
