Strategic Partnerships Manager China University of Dundee, China

Location: Shagnhai

Package: Competitive salary range between RMB 16,000 – RMB 18,000 /month based on matched qualification and experiences

The Role:

The University of Dundee (UoD) Global Partnerships Office (GP) plays a key role in the implementation of the International Strategy of the University and supports the Vice Principal, International and the academic Schools in the development of partnerships that primarily focus on learning and teaching collaborations but will also include broader development of the partnership to include research and staff exchange. GP provides support for a range of partnerships and projects including, pathways, articulations, joint awards, double degrees and offshore delivery of degree programmes.


We expect to have three major strategic partnerships active in China from late 2020 onwards, which at their peak will involve teaching over 1500 students. To ensure successful recruitment, relationship management, quality and contractual compliance on these major partnerships the University is looking to recruit staff in China to facilitate and co-ordinate this activity. We also wish to explore additional income generating opportunities.


We are seeking an experienced and self-motivated individual for the post of Strategic Partnership Manager China to join the team. Reporting to the Director of the Global Partnerships Office and working closely with Legal, Quality Assurance & Standards, Recruitment & Admissions and External Relations teams you will be a key professional services link to our strategic partners. You will be responsible for enhancing the relationship between the UoD and its partners ensuring a win / win approach.


Principal Accountabilities:

· To manage and support the development of strategic partnership activity in China, in accordance with the UoD Internationalisation Strategy.
· To work with the Director of the Global Partnerships Office, the Director of Quality and Academic Standards and the Director of Legal to ensure that partnerships meet UoD governance, quality assurance, compliance and contractual requirements.
· To act as liaison for UoD Professional Services and academic Schools with strategic partner institutions.
· To maintain and develop excellent working relationships and effective communication channels with UoD Professional Services, academic Schools and strategic partner institutions.
· To update knowledge and understanding of the UK higher education landscape and legislation as they relate to partnership activity through working closely with colleagues in Professional Services and academic Schools.
· To maintain an understanding of the Chinese higher education landscape and provide recommendations on models of partnership working.
· To represent UoD on partnership activities, such as governance, oversight and marketing events.
· To assist in the development and implementation of project plans for strategic partnerships in China.
· To manage the Partnership Agreements with strategic partner institutions including:
o work with GP to follow up with our partners to identify actions required to maximise the relationship;
o agree, plan and support implementation of identified actions;
o undertake visits to the partner;
o arrange and provide support for Professional Services and to the partner;
o provide advice on development of the relationship and communication with the partner;
o support the review of the partnership by both the UoD and the partner institution to ensure it is sustainable;
o ensure that partnership records are maintained.
· Based on market intelligence gathered during the course of the core duties, to identify areas for potential future strategic partnership development.
· To work with GP on the preparation of business cases to assess development opportunities for strategic partnerships.
· To work with GP and Legal to co-ordinate due diligence and risk assessment processes as appropriate in assessing any new partnerships.
· To work with GP and Legal on negotiation of partnership agreements.
· To implement and manage the UoD’s Policies and Procedures as described in the International Collaborations Toolkit.
· To have a strong awareness of Institutional policy and KPIs and ensure that both are considered and implemented throughout the development of all partnership activity.
· Monitor best practice in the UoD, strategic partner- and competitor-institutions and work with colleagues to ensure that the UoD continuously learns from best practice.
· To undertake any additional relevant duties as determined by the Director of the Global Partnerships Office.


The duties of the post outlined above are not exhaustive and the post-holder will be expected to be co-operative and flexible, undertaking such other duties as may reasonably be required of a member of staff in the UoD.


These duties will be subject to review in line with the changing requirements of the Global Partnerships Office and the UoD, and with the development needs of the post-holder as identified through the OSAR process.


Internal and External Relationships:

  • Work extensively with other teams in Professional Services including Legal, Quality Assurance, External Relations, Registry and the International Office
  • Work with key staff from academic schools involved in the development and implementation of strategic partnerships
  • Work closely with international offices and academic schools at strategic partner institutions

· Maintain network of external contacts at other universities, British Council and other relevant organisations

  • Use experience to apply skills creatively to solve problems and reach mutually beneficial outcomes to partnership agreements
  • Demonstrate effective inter-personal skills to manage priorities and communications with external and internal stakeholders with competing demands in dynamic situations.
  • Identify areas for service improvement

  • Ensure that professional and/or quality service standards are maintained within area of activity
  • Review outputs / results over time in area of responsibility and make recommendations for improving service delivery


Analysis

  • Ability to clearly and accurately interpret data and trends, sourcing and critically analysing data to support business cases and review of partnerships


Planning and Organising:

  • Plan and manage the workload and projects to ensure that they are completed to the required standard
  • Plan and manage partner visits

· Planning and operational implementation of the UoD’s strategy as it relates to partnership development


Skills & Qualifications:


Qualifications, Knowledge and Experience:

Essential

· Degree level qualification, and / or appropriate experience

· Experience of working in the education sector in China (5 years minimum)

· Experience in partnership development and negotiating and managing partnership agreements, including legal, quality assurance and compliance aspects

  • Ability to plan and manage projects, coordinating multiple priorities and meet deadlines
  • Administrative self-sufficiency with good IT skills (Word, Excel, PowerPoint and online teaching system such as blackboard, etc.)

· Professional credibility, excellent inter-personal skills and the ability to develop good working relations with internal and external contacts.

  • A strong team player with the ability to work within multi-functional teams in support of business objectives
  • Understanding of the higher education priorities in China


Desirable

· Knowledge of the UK education sector

  • Excellent written and oral communication skills, and the ability to communicate with a range of audiences

· Ability to work with a customer focus

· Willingness to work outside usual office hours, to undertake frequent travel and spend periods away from home as required

The role holder will report administratively to CBBC’s office managers in Shanghai, and functionally will report to and be supported by University of Dundee in the UK.


Benefits and conditions of employment

CBBC offer competitive packages which include basic gross salary, social insurance (CBBC cover both employee and company contributions), medical insurance, and generous leave entitlement.


The gross annual package for this position is RMB208K– RMB234K with annual pro rata leave entitlement of 22-days for Chinese nationals.
