职位描述
目的 ?与中国石化行业的领导者紧密合作,提供建议和支持,以将业务重点和组织需求转化为中国的人事和人力资源计划。与本地人力资源团队互动,并与本地人力资源共享本地情报
主要任务
?与中国的团队负责人和人事经理合作,以咨询,分享见解并执行重要的HR主题,重点是建立一支高绩效和高生产率的员工队伍,并增强与业务和企业战略相一致的变革思维。
?建立和维护与重要利益相关者的可信赖的人力资源合作伙伴关系。
?指导经理和员工处理人员问题,包括绩效,解雇,纪律问题,职业发展,涵盖办公室和生产现场员工
?管理和执行中国的人力资源框架(年度流程将由国家人力资源团队管理),包括年薪审查,绩效管理)。确保实施并审查有效性。
?参与外部招聘并寻找内部候选人。批准由当地人力资源团队准备的报价包,以确保内部公平。确保员工无缝上岗。
?促进代表团的管理决定和批准,包括发展计划,成本影响和遣返。
?通过促进认可和定期的员工沟通来促进员工敬业度/动机。

要求
?在跨国公司环境中至少有5-8年的专业人力资源经验,至少有3年的人力资源业务合作伙伴经验。
?熟悉中国劳动法以及招聘业务和技术职位
?经过验证的组织建立记录。
?优秀的中英文人际沟通技巧,组织和文化意识。
?强大的业务亲和力和敏锐度,与高级管理层合作的经验以及在矩阵环境中具有影响力的运营和影响力的能力。
?以企业家和客户为中心,大力推动在该地区成功指导人力资源解决方案。
Objectives
· Work closely with leaders in Petrochemical in China, advise and support them to translate business priorities and organization needs into people and HR initiatives in China. Interface with local HR team and share local intelligence with Regional HR.
Main Task
· Work with team leaders and people managers in China to consult, share insights and execute critical HR topics, with a focus on creating a high-performing and productive workforce, and enhancing a change mindset as aligned with the Business and Corporate Strategy.
· Build and maintain a relationship as trusted HR partner with key stakeholders.
· Coach manager and employees on people matters including performance, terminations, disciplinary issues, career development, covering office and production site employees
· Manage and execute HR framework to China (annual process will be administered by Country HR team), incl. annual salary review, performance management). Ensure implementation and review effectiveness.
· Involve in external hiring and source internal candidates. Approve offer package as prepared by local HR team to ensure internal equity. Ensure seamless employee onboarding.
· Facilitate management decision and approval for delegations, including development plan, cost implication and repatriation.
· Foster employee engagement/motivation by promoting recognition and regular employee communication.
· Coordinate annual manpower planning in China, proactively track and monitor CP manpower.
· Provide advice on organization design, restructuring and cultural change, execute specific measures, support related communication.
· Perform effective HR analytics by analyzing relevant parameters (e.g. Recruiting KPIs/staffing situation, demographics, attrition, …) and proactively identify issues, highlight implications and derive actions if needed. Provide data driven insights for business decisions.
· Facilitate talent development in the team based on business and operational needs, including related discussions (e.g. succession planning, talent review/forum), support unit’s candidate management. Discuss with unit leaders to identify training needs and, if applicable, demand for customized solutions
· Proactively support development, design and implementation of talent measures
Requirements
· Minimum 5-8 years of professional HR experience in a multinational company environment with at least 3 years as a HR Business Partner.
· Familiar with China labour law and recruitment of operations and technical positions
· Proven record for organizational build up.
· Excellent interpersonal communication skills in both English and Chinese, organizational and cultural awareness.
· Strong business affinity and acumen, experience working with senior management and ability to operate and influence with impact in a matrix environment.
· Entrepreneurial and customer focus with strong drive to successfully steer HR solutions in the region.
