Summary:


The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Scientific Affairs Specialist.



Work Schedule: Full Time (40 hours per week)


Start Date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties:


The Scientific Affairs Specialist provides highly complex and specialized analysis and advice on all topics in his/her portfolio, in English, to U.S. Government officials, including State Department and other agency officers based at the U.S. Embassy in Beijing, to U.S. Government visitors to Beijing, and to U.S. Government interlocutors based in the United States. The Scientific Affairs Specialist also promotes U.S. positions on his/her portfolio issues with Chinese counterparts; carries out research and writes analytical reports; and liaises with Chinese ministries, academics, non-governmental organizations, businesses and other interlocutors as necessary, in person, by phone, and by e-mail, in English and Chinese, to accomplish his/her duties.



Qualifications and Evaluations



Education:



Bachelor’s degree in environmental sciences, energy management, physical sciences, biological sciences, international relations, economics, politics, or equivalent with strong English training and demonstrated proficiency is required.


Requirements:



EXPERIENCE:


At least five years of progressively responsible experience in research, analysis, and reporting in the field of science and technology, energy and environment, international relations, or public policy is required.



JOB KNOWLEDGE:


Must have strong environment, science, technology, and health knowledge. Must have strong knowledge of China's governmental organization, and must be familiar with and able to work with


interlocutors in government, international organizations, NGOs, and academic institutions through pervious work experience in any of the above and interaction with others.


Evaluations:



LANGUAGE:


Level IV (Fluent) speaking/reading/writing English is required.


Level IV (Fluent) speaking/reading/writing Mandarin is required.



SKILLS AND ABILITIES:


Must have English/Chinese translation skills. Must have strong analytic writing skills in English and speech writing skills in Chinese. Must have strong social and negotiating skills and be able to engage effectively with outside contacts in person, by phone, and in correspondence. Must have a strong knowledge of Microsoft Word, PowerPoint, Excel and database software.



Qualifications:

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
