职位描述

岗位职责:
A)DGM – Finance and Company Secretary Role
? Performs all delegated responsibilities and duties as set out in the Joint Venture agreements inter alia complying with PRC statutory financial reporting.
? Is a member of leadership team to provide inputs and financial advice on all matters of the site.
? Carry out all the necessary financial forecasting and reporting requirements for the Aromatics Asia BU. Provide timely, accurate information on costs and cash, support strategic analysis of different investment options for the site and BU.
? Develop and operate sound accounting and financial internal control systems for the existing manufacturing and commercial operations as well as financial oversights of the project construction activities within the plant.
? Manage JV Board meeting agendas, including pre-meetings and post meetings communications and documentation.
B)Financial and MI Integrity
? Accountable for the integrity of financial data in the preparation, analysis and reporting of all JVs results and GFO in accordance with PRC Law, Group standards and policies.
? Monitor and manage forex, bank and credit risks which might impact financial results.
C) Accounting Policies
? Accountable for compliance matters: accounting, MI system, internal control environment.
? Ensuring awareness, proper application and compliance with policies and functional standards across whole JV scope. Consult BU Finance Manager on significant issues of policy interpretation and application.
D) Governance - Systems of Internal Control
? Implement credit and financial policies as well as associated internal controls for the JV; ensure that they are fit for purpose and working as planned. Monitoring and operating BU/JV delegation of authorities and intervenes as necessary. Develop an efficient JV assurance plan to ensure financial control integrity.
? As the champion of CoC in the JV and monitoring the implementation of G&E register system.
? Required to work closely with the manufacturing teams, SMSL, Tax, Legal and Treasury to achieve alignment on functional, operation and commercial objectives.
E) Due Diligence and Audit
? Prepare quarterly due diligence report to ensure all control needs are met.
? Maintain interfaces with internal and external auditors and implement all agreed recommendations in the JV.
? Ensure compliance working with Tax/Legal/Treasury for all finance matters relating to the JV.
F) Investment and Financing
? Ensure proper financial control of Capex.
? Ensure that GIAAPs and associated standards are applied for financial integrity of Financial Memorandum, Feasibility Study Reports/Project proposals (FSR), Capex forecasting and reporting of Value Delivery.
? Work with Treasury, Tax and Legal to facilitate the raising of finance to support investment projects.
? Monitor timely distribution of dividends back to shareholders per JVA and Board resolution.
? Ensure other cash contributions such as License fee, shareholder loan interests back to company’s account in time.
G) Treasury and Cash management
? As the SPA of company’s cash management.
? Ensure sufficient funding capacity to meet operation and project requests based on timely cashflow forecast and good relationship with local banks.
? Monitor working capital properly.
? Monitor credit and bank exposure, take appropriate mitigation actions to control bank exposures within the framework set by Group Treasury.
? Optimize financing framework to minimize financing cost while ensuring the effective support to business growth.
H) People Management
? Manage Finance and IT resource including their performance, competency development and career progression.

Education & Experience
a. Educational background
l University graduate degree in Finance or Accountancy.
l MBA preferred.
b. Experience
l At least 10 years’ experience in management position.
l At least 8 years’ experience of working in MNC.
l Familiar with local environment such as Tax policies SAFE regulations, banking systems, custom duty…etc.
l Rich experience of working in JV environment.
l Rich experience in accounting, financing, and taxation management.
l Rich experience in risk management, credit management, treasury management.
l Rich experience in fixed asset management and reporting system.
l Project experience is highly desirable.
c. Others
l Strong language skills in both English and Chinese.
